It should be noted right away that the law does not prohibit tuning a car in principle; it prohibits using a modified car yourself and driving it on public roads. Many tuners do not think about what kind of car tuning is prohibited, that a large number of tuned cars from the pages of magazines are not intended for regular trips, but are just beautiful toys that ride from exhibition to exhibition on trailers and have not driven a single kilometer on their four.

How can you decide what can be done to get real car, and not a museum exhibit?

If engines of the same model were installed at the factory, differing, for example, in volume, then they can be replaced quite calmly, without fear that the traffic police will require a certificate of conformity.

Illegal car tuning also includes the installation of compressors and turbines on engine models that are not intended for this. But installing a zero-resistance filter is quite acceptable without any permits.

Formally supernumerary exhaust systems exceeding permissible noise levels during their work have always been prohibited, but they began to actively fight them only in recent years. Owners of such vehicles will most likely not be able to pass the inspection.

Brakes, steering

The attitude towards these elements of the car is the most demanding and strict, because they directly affect safety. The requirement is very simple - no changes. Questions about what tuning is prohibited in relation to these systems should not arise at all. Even if tuning the brake system is aimed at increasing the efficiency of the system (replacing drum brakes with disc brakes, or installing ventilated brake discs), it's still prohibited. After all, the standard elements were tested by the manufacturer for compliance with standards, they are certified, but no one can give a guarantee for the resulting tuning result. The factory brakes are balanced; if they work properly, the front and rear brakes work at exactly the right time. Changes, even improving parameters individual nodes, can introduce an imbalance in the dynamics of braking and handling and are illegal car tuning.

Braking performance should be improved by quality control brake pads, brake drums and disks, installation of good tires, and compliance speed limit when moving.

What to do?

There is an opinion that it is impossible to determine which tuning is prohibited by law. This belief is wrong. Absolutely any tuning is allowed. But it is not always possible to operate a tuned car, and this clause applies only to public roads.

There is a list of faults and conditions under which the operation of vehicles is prohibited. And in its last paragraph, namely in paragraph 7.18, it is clearly stated that it is prohibited to operate a car if changes have been made to the design of the vehicle without the appropriate permission from the State Traffic Safety Inspectorate of the Ministry of Internal Affairs of the Russian Federation or other bodies determined by the Government of the Russian Federation.

That is, you can install anything you want on your car. But from the point of view of the law, it will not always be safe and you cannot drive it on public roads, because the car has uncertified equipment.

Few people know that on December 22, 2014, Order No. 1123 of the Ministry of Internal Affairs came into force, which cancels several earlier orders of the Ministry of Internal Affairs, including Order No. 1240 of 2000. This order determined which organizations could authorize the operation of converted in various ways cars. As a result, traffic police units can no longer carry out inspections technical parameters for compliance with the requirements of the technical regulations of converted cars. Now a converted car in any way must obtain a certificate from a special technical examination center. And the traffic police will only record changes to the PTS verified by experts. But the catch is that currently in Russia no organization has the right to carry out such certification of converted vehicles.
