What a fine for overloading a truck. Penalty for overloading a truck along the axles for individuals, legal entities, and what to expect for the shipper. Additional penalties for overloading

Reading time: 5 minutes

Overload penalties truck mobile in 2020 are designed to overcome one of the main violations of the rules of transportation. Transport owners or the drivers themselves openly neglect the established regulatory requirements for the technical capabilities of cars: they try to load cars to the fullest, to the very eyeballs.

What is overload

Overloading is not uncommon. For some reason, I want to move the cargo as much as possible in one go. And it is not always the motives for the overloading of the vehicle that are associated with commercial benefits.

Overload is an excess of technically permissible and safe parameters. In the field of road transport, overload is considered to be excessive weight, excess weight located on car platform materials.

The fact of overloading is established in accordance with the specific lifting capabilities of the vehicle.

The curb weight is transferred to the road surface through the wheels of one axle. Overload is determined by special calculations based on the ratio of the total weight of the vehicle and its distribution on the front and rear axles. The rear axle is usually subject to increased loads.

Certain sections of the road are equipped with a prohibition sign 3.12, which regulates the limiting indicators of axle loads. If the actual weight on one of the axles exceeds the specified value, then an overload is recorded. The driver should take a different route to avoid the section of the road with the restriction sign. Otherwise, the law in 2020 provides for a penalty for overloading on an axle.

The road pattern has already become familiar, when the normal movement of vehicles is impeded by a barely moving truck filled to the brim with various materials. Therefore, the established punishment for overloading a truck looks quite reasonable and necessary.

What is the danger

There are disappointing statistics showing that overload can turn into real tragedies and end in death. Statistics say that approximately 20% of all freight vehicles travel with a weight in excess of the permissible limits. Overloading leads to:

  • accelerated wear and tear of the vehicle;
  • destruction of the road surface;
  • increased consumption of fuel and lubricating fluids;
  • lengthening the stopping distance;
  • increased loads on the saddle lock;
  • accelerated wear of a number of units (gearbox, clutch, suspension, brake pads);
  • intensive wear of tires;
  • reduced maneuverability;
  • the threat of overturning vehicles;
  • increased risk of emergency situations.

Fines for overloading a lorry from 1 September 2015 have been correlated with the updated norms for the permissible vehicle weight.

How overload is determined

The overload is calculated in relation to the maximum mass of the vehicle to the roads of a certain category. To accurately determine the overload, special equipment is used. The recorded data are correlated with indicators in the reference literature. It contains various types of vehicles, detailed description of the permissible axle load.

Weighing of a truck is carried out in a dynamic or static form. The dynamic type of weighing is carried out without a complete stop of the machine. However, its speed should not exceed 5 km / h.

Truck scales record the loads on each of the axles, and then determine the total weight of the machine. This type of weighing is distinguished by the presence of perceptible errors in the range of 0.5–3%.

The static type of weighing is realized in cases of a complete stop of the machine. This weighing method is more accurate. It is best used in commercial vehicle weight measurements.

Legislative acts provide for permissible errors when weighing a car on special platforms. Acceptable values are set at 5% between the allowable weight and the specified weight.

If the overload goes beyond this figure, the traffic police inspector will draw up a protocol for an administrative violation and establish how much the penalty for overloading a truck will be in monetary terms. Traffic police officers take into account the weight of the equipped vehicle specified in the accompanying documentation. Reconciliation of the declared parameters with the real ones allows you to determine the extent of excess loads and the corresponding types of collection.

Penalties

Exceeding the permissible axle loads or the established dimensions are classified as violations. The recovery is fundamentally different for different categories of violators and depending on the size of the overload.

Fines for axle overload during spring road closures form a separate category. The law allows you to establish variable amounts of punishment in different regions of the country. For example, the same violation in the South and Far East regions may differ 3 times.

Possibilities are provided for determining the damage caused by overloaded vehicles due to weather conditions. Base rates increase for summer time. During this period, the asphalt road surface softens and, under significant weight, lends itself to irreversible deformation.

Who pays

In each specific situation, the question is decided who pays the fine for overloading the car in 2020 and in what amount. Both individuals and officials will have to pay for the overload:

  • drivers;
  • individuals;
  • legal entities;

Fine amount

With a minimum excess of permissible norms (2-10%), the following administrative penalties are established:

  • the driver caught in overload will pay 1000–1500 rubles;
  • an individual will be fined 10,000-15,000 rubles;
  • for legal entities, the fine will be 100,000–150,000 rubles;
  • Individual entrepreneurs pay fines for the category of legal entities.

Since 2016, fines have been imposed on the shipper for overloading along the axles. In the event of a violation and established fault, the consignor (LLC) will have to pay a tidy sum - 250,000 rubles. It is the shippers who often indicate underestimated data on the mass of materials and fix them in the waybills. At the same time, drivers are not always informed about the real overload.

There is no definite answer regarding the fine for overloading the GAZelle in 2020. Autoforums admit that these vehicles are only punished for violating the rules for the carriage of goods. Usually the collection is 500 rubles.

You can read the summary. It contains the values of various sizes of penalties, depending on many details. Using the table, you can easily determine what kind of penalty for overloading a truck in 2020 is set for specific situations.

If the sign is additionally violated

The amount of the fine for overloading a truck in 2020 significantly increases for a driver who violates the requirements of a road sign - an offender driving a car with an overload without a special permit will pay 5,000 rubles.

How to pay

The system of payment of fines for overload does not differ from the general established rules... The existing mechanisms provide for the possibility of paying a fine for congestion at a discount. But it is imperative to make sure that a postscript about such a possibility is made in the resolution.

Is it possible not to pay

But not always, after imposing a penalty in large amounts for overloading a vehicle, you need to pay them right away. In some circumstances, it is possible to reduce liability and. This is possible when:

  • the road surface is not responding technical parameters according to SNiP (building codes and regulations);
  • during the construction of the pavement, the joint venture (set of rules) was violated;
  • the road does not comply with the load standards established by GOST.

Of course, in these cases, you cannot do without the help of a lawyer who knows the intricacies of the road. Therefore, it is easier to avoid overloading freight transport and burdensome (in terms of time and financial costs) additional troubles.

Than the car overload threatens: Video

According to Rosavtodor statistics, in 2018, about 10% of all heavy trucks passing by the control posts on the route violated the requirements for the weight and dimensions of the cargo. According to the former head of the department I. Astakhov, every third truck violates the rules for the transportation of goods on the roads, which damages the road surface by more than 2.5 trillion rubles. annually, and whatever penalty for overloading would not be imposed, this damage cannot be compensated. Rosavtodor also noted that most often the violators are the carriers of timber, sand, crushed stone and other bulk cargo. What is the penalty for exceeding the axle load provided for by the Code of Administrative Offenses? Will the shipper be held responsible for reloading? What other punishment, besides a fine, can threaten for such a violation?

Legislation and weighing features

The rules and features of the transportation of various goods by cars (cars or trucks) are determined by a number of legislative acts. The main one is the Government Decree No. 272 of 15.04.2011, which indicates the procedure for drawing up documentation for transportation, the rules for weighing goods, and also sets the limiting dimensions of vehicles and the possible maximum axle load. All carriers must comply with these settings so that axle overload does not occur - the minimum consequences in this case will be a car breakdown. The maximum axle load depends entirely on the distance between the axles. It is defined in Appendix 2 to the Resolution and presented in Table 1.

Table 1 shows the maximum load ratings for axles with single wheels, for dual wheels in most cases this figure will be 1 ton more. Each vehicle has the maximum permissible weight without and with cargo. These figures must be indicated in the TCP, as well as in the accompanying documentation. Before the shipment of goods, its mass is determined by the sender (in kg, in m, etc.) and is indicated in the waybill. That is, the responsibility for overloading in most cases is borne by an official. To travel on roads in large vehicles carrying dangerous goods, the driver must have a special permit issued in accordance with the provisions of the Order of the Ministry of Transport No. 358 of 23.11.2016. On public roads, posts for weighing cars can be installed - automatic, stationary, mobile.

In the first case, weighing is carried out in automatic mode, and the transport passing through the weight control is recorded by photo and video cameras. The control can be carried out visually - if an employee of the supervisory authority sees that the sides of the body have been extended, the load hangs or protrudes beyond the body, the suspension assemblies have sagged, then he will have every reason to send such a vehicle for detailed study, checking documents and measuring dimensions. The latter procedure is called instrumental control and involves the following actions of authorized employees:

  • Determination of the length, width and height of the vehicle;
  • Determination of the distance between the axes;
  • Measuring axle load and determining if there is axle overload;
  • Determination of the total mass of the vehicle, etc.

Exceeding the permissible axle load is recorded if it is greater than the permissible by law. The overrun percentage is determined by dividing the existing axle load by the specified value according to the rules. The result of such a check is entered into an act, the content of which is regulated by Part III of the Order of the Ministry of Transport No. 119 of March 29, 2018. Such a document is drawn up in three copies - one is transferred to the driver, the second to the owner of the road where the control post was located, and the third remains with the supervision officer (more often it is the traffic police). On the basis of such inspections, an official (traffic police inspector or Rospotrebnadzor) makes a decision to initiate an administrative violation case if the measurements showed an overload of a truck or other vehicle or if the driver does not have a permit for transportation provided for by the rules. Along with these punishments, a fine may be issued for damaging the roadway.

Danger of overload and possible consequences

If we consider cars, then the legal requirements for them in terms of the availability and weight of goods have not been established. But transportation must be carried out in accordance with the provisions of paragraph 23 of the SDA. Otherwise, the car owner will receive a penalty for overloading. passenger car, or rather for violation of the rules for the carriage of goods. It is discharged under article 12.21 of the Administrative Code and is 500 rubles (or a warning from a traffic police officer). The technical documentation provides maximum mass the vehicle itself, and most often the traffic police do not check the dimensions of the cars, if it is not possible to visually establish obvious violations (for example, when the closed trunk any building material sticking out that poses a danger to the trail of driving cars). The danger can threaten the vehicle itself, especially if it is of age or has been in an accident. His performance characteristics obviously reduced, the metal could be affected by corrosion - all this can lead to breakage right in the direction of travel. Then both the driver with passengers and other persons (pedestrians, other motorists) will be in danger.

The consequences of overloading a truck can be much more severe than a passenger car. The vehicle itself may not suffer in terms of breakdown, but due to excessive weight, the roadway may be damaged. That is why traffic rules are provided with signs indicating on which roads what traffic is allowed (up to 6 tons, up to 10 tons, etc.). If a large vehicle with a weight higher than the recommended one drives on a road designed for a load of up to 6 tons, the driver will be fined if the road surface is destroyed. When overloaded, the vehicle loses its maneuverability, its speed decreases, resulting in an increase in the braking distance. Together, this can lead, at best, to a traffic jam, at worst - to an accident. In addition to the technical consequences, persons in charge may be punished for overloading in accordance with the provisions of the Code of Administrative Offenses of the Russian Federation.

Overload penalty

The carriage of goods of various sizes is allowed subject to a number of conditions. The first of these is the presence good view the driver. The second is the lack of influence on the control of the vehicle and on its stability, as well as compliance with the requirements established for the weight and dimensions of the cargo. The third is the availability of access to license plates of the vehicle, lighting devices. And the fourth is the absence of debris (including dust), noise, which can negatively affect the traffic safety of other motorists. If these conditions are not met, then the vehicle owner (individual entrepreneur, legal entity), official or driver will receive a fine for overloading or violation of vehicle traffic rules.

For individuals

Who is responsible for transhipment? The legislation has established several persons who will be required to pay a fine. This is a driver (individual), an official who is responsible for the documentation and release of an overloaded vehicle onto the road, as well as an organization (shipper or carrier). Table 2 shows the types of liability that can threaten an individual for violation of legal requirements.

Every day, many different goods are transported thanks to road transport. However, the download has its limits. When they are violated, there will be a fine for overloading the truck.

The responsibility for the overweight along the axes is established by law for a reason. Indeed, because of a heavy car, the road surface suffers.

In addition, the risk of an emergency increases, the car will not be able to brake in time, it can get into a skid on slippery road.

In this article:

Who is responsible for axle reloading of a truck

The current version of the Code of Administrative Offenses of 2019 identifies several subjects on which responsibility can be assigned. First of all, the truck driver may suffer.

If the car belongs to an enterprise, then the responsibility is often brought to the firm and the official (manager). When the vehicle is in use, the responsibility rests with the lessee of the truck.

The following question arises: what is the threat of the overweight of freight transport, if the violation is recorded by road photo and video cameras?

In this case, the owner of the car will be responsible. This applies not only to citizens, but also to legal entities, as well as individual entrepreneurs.

At the same time, penalties for axle overload of a vehicle for individual entrepreneurs are the same as in relation to enterprises. The corresponding note contains an article for the advantage along the axes.

In accordance with part 9 of article 12.21.1 of the Code of Administrative Offenses of the Russian Federation, penalty for the consignor for overweight, inaccurate information about the weight and dimensions of the cargo in the accompanying documents.

The responsibility of the shipper for reloading is:

  1. For citizens in the amount of 5 thousand rubles;
  2. For officials - from 25 thousand to 35 thousand rubles;
  3. For legal entities - from 350 thousand to 400 thousand rubles.

The amount of sanctions directly depends on how much the load on the car is exceeded. The presence of a permit for the transportation of large cargo is also important. For exceeding the weight specified in it, there is a separate liability.

Sanctions provided for by article 12.21.1 of the Code of Administrative Offenses of the Russian Federation

In order to find out what are the fines for trucks, it is enough to refer to article 12.21.1 of the Code of Administrative Offenses of the Russian Federation. It consists of several parts and establishes responsibility depending on how exactly the axle load has been exceeded.

In addition to the fact that a fine can be issued, the truck is placed in an impoundment parking lot. Then for his stay there you will have to pay an additional fee.

The amount of the fine is different for citizens, officials and businesses.

Minimum the amount can be one and a half thousand rubles, and the maximum is 500 thousand... Extreme responsibility occurs in the event of an overload exceeding half or more of the permissible standards.

The responsibility for ignoring the requirements of road signs regulating the order of movement of heavy vehicles is established separately.

For exceeding the figures indicated on them, a fine of up to 5 thousand rubles is imposed. And it is charged the same way for everyone.

What is considered overload

Excess weight is considered to be an unacceptable load on the wagon axles. There is a special table with which to calculate allowed parameters.

They depend on the type of vehicle and the distance between its front and rear axle... In addition, the type of track along which the car is moving will play a role.

Weight check takes place at special control points. And if an excess is revealed, then the carrier will be penalized. They can be appealed both to the traffic police and to the court.

Practice shows that it is not always possible to defend one's innocence. Therefore, it is best to enlist the support of an experienced lawyer.

Please note that if the overload was insignificant (within two percent), then the administrative responsibility does not occur . Beware of divorces on the part of weight control and traffic police officers if a fine will be issued for overloading along the axles.

In order to understand what the overload of a truck is fraught with in 2019, it is important to study the norms of not only the Code of Administrative Offenses of the Russian Federation, but also the rules road traffic... Armed with all the knowledge, it will be easy to defend your innocence.

Once again, we will emphasize that the amount of responsibility largely depends on whether there is a transhipment permit for transportation. Its absence can be fraught with the deprivation of a driver's license for up to six months.

How to get a transport permit

Permits for the transport of heavy goods are issued by local or federal authorities responsible for the state of the road sector. It all depends on which roads are to be traveled and the region.

To obtain a permit, you must provide the documents for the car, the scheme, as well as the planned route of movement. Sometimes you may need an escort from the traffic police. This moment is being worked out at the stage of obtaining permission.

The permit may be valid not only for one, but also for several trains. In this case, the period of validity is stipulated in the document itself. A permit is required for transportation.

Therefore, the driver must have it. In addition, the mention of permission must be present in the consignment note.

Overloading: Consequences

Fines for overloading transport in 2019 remained the same, and all of them are spelled out in article 12.21.1 of the Administrative Code of the Russian Federation.

At the same time, a penalty for overweight for legal entities can be applied in the case of submission of inaccurate documents on the weight of the cargo. The same can be said for the indication of inaccurate data in transport documents.

Individual entrepreneurs are responsible in the same way as legal entities, if there is no special clause in the mentioned provision of the Code of Administrative Offenses. For example, part 10 establishes liability for individual entrepreneurs for excess weight when loading a car.

The amount of the sanctions depends on the availability of a permit, overweight limits, and other issues. In this case, the amount of payment may also depend on how the violation was recorded.

By contacting an auto lawyer by phone, you can resolve any issues related to excess vehicle weight. You can also download a sample complaint against the fine order on the website.

The quality of Russian roads is poor. Famous saying Russian classic Regarding the two main troubles of Russia, unfortunately, it is still relevant today. In addition to poor-quality, one might say, surface repair of roads, the traffic load has a great influence on its condition. It is overloaded trucks that, according to experts, are the main destructive force. They decided to fight this by using a special penalty for axle overload, which was doubled in 2016. Rebuilding roads requires a lot of money, and increased foreclosure is a strong argument in favor of avoiding overloading.

As practice shows, a large share of intercity transportation is accounted for by Gazelles - a low-tonnage car, without additional seats for passengers. Despite the fact that their permissible weight does not exceed the permissible norm for city roads and highways, the amount of the penalty was increased for them as well. Of course, the quality of the roads is also of great importance. Everyone knows that in these works, local self-government bodies often like to save budget funds, as a result, the service life is significantly reduced. In the struggle for a decent road surface, the leadership of some regions of the country holds repairmen and builders accountable if the quality of work does not meet the declared standards.

Consequences of overloading a car

If we leave the question of the destruction of the roadway for a minute and look at the consequences of overloading from the position of the car, we will get the following picture:

  • there is an intense consumption of fuel and other substances;
  • the process of wear of the gearbox, clutch is accelerated, brake system, suspension, saddle lock. The axle of the car also suffers;
  • the maneuverability of the truck is deteriorating. This is due to the erasure of the pattern on the rubber.

If you are not embarrassed by the fact that overloading a truck is the main reason for the poor quality of Russian roads, then at least think about your car. Observing the rules dictated by the traffic police in 2016, you have every chance to extend the life of your iron horse. Save money on forced renovation work, and be able to carry out the transportation of goods on time, without any delays. If we consider axle overload from this point of view, it turns out that breaking the law is more expensive for us. Well, don't forget about the increased penalty for overload. So it turns out that it is cheaper and safer to comply with the adopted law.

Basic road requirements

If you managed to get caught on your Gazelle by the authorities (in this case, the traffic police) and earn a fine, whatever it may be, then we recommend not rushing to pay it. You may have a chance to appeal it. Oddly enough, but the law provides for cases when you can significantly reduce the amount of the administrative penalty. True, for this you will need to put forward a counter appeal to the court. This is the law. It is advisable to do this when you have been given a large penalty for overloading.

Cases when you can put forward a counter claim for axle overload:

  • if the road on which a violation was recorded by the traffic police inspector does not meet all regulatory requirements for loading;
  • there is a gross violation of the established rules during the construction of the road;
  • the roadway is far from SNiP 2.05.02-85 standards.

If there is at least one point, you have every chance to reduce the amount of the administrative penalty. How much you pay in the end will depend on the court.

Gazelles are the first to suffer from the poor quality of roads. Moreover, this applies to both cargo and passenger cars, which implies the presence of a certain number of passengers in the cabin. A road that complies with all SNiP norms must withstand the normative vertical and short-term load without any problems. At the same time, the roadbed must remain intact and safe.

In 2016, it is customary to distinguish between 5 road categories:

  • 1st and 2nd category. This is a capital asphalt concrete pavement. Here a load of up to 10 tons per axle is allowed. This is the maximum figure.
  • 3rd category. Improved gravel and asphalt pavement. As well as in the first two categories, a vehicle axle load of up to 10 tons is allowed.
  • 4th category. There is a hard gravel surface here. The maximum permissible axle load of the vehicle is 6 tons.
  • 5th category. An unpaved road that is paved on the ground. The maximum axle load must not exceed 6 tonnes.

How is the axle overload penalty determined?

It would be a little strange to assume that traffic police inspectors determine vehicle overload by eye. Determining the percentage of Gazelle overload without passengers in this way is simply impossible, even for the most experienced employees. The only moment that a violation can give out is curved springs, which inevitably deform under the weight of the materials being transported. If you consider yourself to experienced drivers, you should know that there are special weighing points of the traffic police, which are installed directly on the roads. If you suspect that the car is overloaded, the traffic police inspector has the right to ask you to enter the check scales. If the suspicions are confirmed, a traffic violation protocol is immediately drawn up.

Discrepancies between the real weight and that indicated in the accompanying documents in 2016 are punished as follows:

  • The driver receives a fine of 5,000 rubles.
  • The person responsible for preparing the accompanying documents for the car will pay from 10,000 to 15,000 rubles.
  • The transport company, which, in fact, sent the transport on the flight, will pay from 250,000 to 400,000 rubles.

If you add up all the fines mentioned, then violation of the established norms in 2016 can cost a fortune. If, nevertheless, it became necessary to transport a heavy cargo without passengers over a long distance, then it makes sense to visit Avtodor and try to get an appropriate solution. And don't be intimidated by the paperwork. In this case, it will definitely not be superfluous. Avtodor can fully legalize your dangerous and heavy cargo. Route, weight, content, etc. will be taken into account. After spending a little time on obtaining a permit, you can safely hit the road with peace of mind and not think about what kind of fine you will have to pay.

Damage tariffication

In 2016, the Administrative Code determines the amount of the fine for an overloaded vehicle based on the condition of the local Federal Road. The main indicator is the damage from a truck to a road section of 100 km. It is not at all difficult to calculate the damage from this or that overload percentage:

  • overload 2 -10% - 925 rubles;
  • overload 10-20% - 1120 rubles;
  • overload 20-30% - 2000 rubles;
  • overload 30-40% - 3125 rubles;
  • overload 40-50% - 4105 rubles;
  • overload 50-60% - 5215 rubles.

Official data state that the damage from an overloaded truck in the Far Eastern and Central regions is much higher than in the Volga and Southern regions. Based on this, the penalties in the first two regions are much higher. Among other things, the law makes it possible to calculate what kind of fine a driver will pay with an overload on an axle, depending on weather conditions. For example, in the Rostov region a decree was issued, which is intended to increase base rates damage that was caused in the summer when the asphalt softens significantly. Since October, these rates are not valid.

Overloading a truck in case of violation of a road sign

Traffic sign 3.12 means that the axle load must be limited. Gross violation of this warning is also fraught with consequences. If you know that the load is exceeded, then further movement on the highway, which has such a sign, means a violation of traffic rules, and this is an inevitable meeting with traffic police officers, fines and explanations. In this case, ignoring the sign will cost you from 2,000 to 2,500 rubles. And the punishment may not be limited to this. Traffic police have every right to take your car to the penalty area until you eliminate the overload. It's time and money. Such consequences can be avoided with the help of the same Avtodor, or rather, an official permit for a certain axle load. It makes sense to spend a little time getting it.

Trucks in Soviet time were exclusively state-owned. Now, a privately owned truck will hardly surprise anyone. Moreover, for many car owners, it is the main source of income.

In contrast to light vehicles, the operation of these vehicles has a number of specific nuances, one of which is the prevention of overloading the vehicle.

How the norms are determined

Freight transport by road is regulated by a number of regulations. One of them is the Federal Law on highways No. 257-ФЗ dated 08.11.2007 - LINK.

In paragraph 2 of Article 31 of which it is indicated that it is necessary to obtain a permit for movement on roads of a vehicle exceeding by more than two percent the permissible mass of a car, or the permissible axle load.

An exception was made only for the transport of the Armed Forces of the Russian Federation.

When agreed, the car owner is obliged:

  • Coordinate the route of the vehicle.
  • Compensate for damage caused by the operation of the road.

If the excess is no more than 10 percent, a simplified system for issuing a permit within one day is applied.

Legislation Decree of the Government of the Russian Federation No. 272 dated April 15, 2011 "On approval of the Rules for the carriage of goods by car»(REFERENCE) also sets the maximum permissible vehicle mass in tonnes:

Single cars:

  • biaxial - 18 tons;
  • triaxial - 25 tons;
  • four-axle 32 t;
  • five-axle - 35 tons.

Truck and trailed road trains:

  • triaxial - 28 tons;
  • four-axle 36 t;
  • five-axle - 40 tons;
  • six-axle and more - 44 tons.

Maximum axle load of a truck in Russia

Another parameter controlled by this normative act (Appendix No. 2) is the permissible axle load. Regulated for highways designed for 6 tons, 10 tons and 11.5 tons, respectively. The distance between the closely spaced axles and the type of wheels (single-sided or dual-pitch) are also important.

2. Axles with single and dual wheels, combined into a group of close axles, should be considered as close axles with single wheels.

3. For double and triple axles, structurally combined into a common bogie, the permissible axle load is determined by dividing the total permissible load on the bogie by the corresponding number of axles.

4. Non-uniform axle load distribution is allowed for biaxial and triaxial bogies, if the total load on the bogie does not exceed the permissible one, and the load on the most loaded axle does not exceed the permissible axial load of the corresponding (single-sided or dual-pitch) single axle.

How to calculate the load

Axle load refers to the load from the mass of the vehicle transmitted to the plane through its wheels. Consideration should be given to its significant unevenness on the front and rear (rear) axles of the truck.

Any calculation will be approximate, since it is impossible to scrupulously take into account all the parameters.

Approximate calculation sequence for a common tractor + trailer model:

    • From the vehicle registration certificate, we take information about the weight of the vehicle and the weight of the trailer.
    • We define actual weight of the cargo. This is the most difficult stage, since the invoice data does not always reflect this information correctly.
    • We carry out the calculation for the trailer. To do this, add the mass of the trailer and the mass of the load, since part of the load of the trailer is transferred to the tractor, we adjust the value downward. The most common is a load ratio of 25% for a tractor and 75% for a trailer. Accordingly, we determine 75% of the sum of the weights of the cargo and the trailer. Divide the resulting value by the number of axes.
    • Now we determine the weight on the axle of the tractor. The weight of the tractor itself is added to 25% of the total weight of the load and the weight of the trailer.
  • As well as for the trailer, we take it as 75% of the obtained value. The resulting value is divided by the number of rear axles of the tractor. Determine the front axle load as 25%. As a result, values were obtained for all axles of the tractor and trailer. You should navigate to any maximum value, it is this that is taken into account at the weight posts.

There are calculators on the Internet that allow you to make calculations automatically. The exact answer can only be given by a measurement made by specialized devices used in weight control.

Video - How to Avoid Overload Penalties Using ALM:

Types of weight control

Weighing stations are stationary and mobile.

Video - the work of the weight control point and fines for overloading a truck:

Stationary are located in predetermined places, the movement of personnel and equipment is not carried out on them.

Mobile weight control posts equipped on the basis of car vans are able to quickly change their location and turn into an unexpected surprise for truck owners.

Weight control is carried out in dynamic and static mode.

Dynamic the measurement mode is carried out when a truck is moving at low speed using special sensors. Which sequentially take readings on each of the axles of the car. Travel speed should not exceed 5 km / h. The disadvantage of this method is a significant, sometimes up to 3%, measurement error.

Video - how weight control on the road should work:

Static the method is more accurate. The measurement is carried out with a stationary car. The method makes it possible to measure both the total mass of the vehicle and the axial loads.

Fines for overloading a truck in 2020

For violation of the rules for the carriage of goods in terms of the permissible mass and permissible axle loads, penalties are provided. The amount of the fine for reloading a truck is specified in article 12.21.1 of the Code of Administrative Offenses of the Russian Federation - LINK.

The Code of Administrative Offenses of the Russian Federation provides for the following types of punishment:

    • In clause 1 of Art. 12.21.1 in case of exceeding the permissible values from 2 to 10% without a formalized permit, or a similar excess of the values specified in the permit, provides for a fine for the driver (hereinafter referred to as B) up to RUB 1,500, an official (hereinafter referred to as DL) up to RUB 15,000, legal entity (hereinafter referred to as LE) up to RUB 150,000
    • In paragraph 2 of Art. 12.21.1 the same, if the values are exceeded from 10 to 20% without a formalized permit, it provides for a fine for B up to 4000 rubles, DL up to 30,000 rubles, legal entities up to 300,000 rubles.
    • In paragraph 3 of Art. 12.21.1 the same, if values are exceeded from 20 to 50% without permission, a fine is imposed on B up to 10,000 rubles (or deprivation of rights up to 4 months), DL up to 40,000 rubles, legal entities up to 400,000 rubles.
    • In paragraph 4 of Art. 12.21.1 the same, if the values agreed upon in the resolution are exceeded from 10 to 20%, which provides for a fine for B up to 3500 r, DL up to 25000 r, legal entity up to 250,000 r.
    • In clause 5 of Art. 12.21.1 the same, if the values agreed in the resolution are exceeded from 20 to 50%, which provides for a fine for B up to 3500 r, DL up to 25000 r, legal entity up to 250,000 r.
    • In clause 6 of Art. 12.21.1 the same, if the values agreed in the resolution are exceeded by more than 50% or without permission, provides for a fine for B up to 10,000 rubles (or deprivation of the right to drive up to six months), DL up to 50,000 rubles, legal entities up to 500,000 rubles. It should be noted that except for the fine in all paragraphs 1 to 6 of this article the detention of vehicles with a direction to a special parking lot is provided.
  • In clause 11 of Article 12.21.1, the same, if the values indicated on the special limiting sign are exceeded, entails a fine of 5000 rubles.

Attention! For violations provided for by Article 12.21.1 of the Administrative Offenses Code of the Russian Federation, individual entrepreneurs bear administrative responsibility as legal entities!

Things to Remember

There are a number of important points to keep in mind. In order to get into the ranks of violators, it will be enough if even one axle exceeds the permitted load norms.

Video - about overload, fines, axle loads (interpretation controversial points):

If you are sure that you are right and that you are not overloaded, you should pay attention to the equipment that was measured, it must be certified and officially be a measuring instrument.

In the near future, car owners will also have to face automatic system weight control and video recording, which can take measurements at a car speed of up to 140 km / h. A receipt with a fine will be sent in the same way as for speeding.

In conclusion, it should be added that the conscientious control of the carrier over the weight parameters of its vehicle will not only save the roadway, but also save time and significant money on fines. Good luck on the road!

Yes, truckers are not allowed to "get bored" - just what is worth.

Alexander

Thank you Super !!!)))

Albina

Good day! There is a notice of attendance at the proceedings in the case of overloading on the 2nd axle (it was 6.930 kg at the norm of 6000) Can we refer to the fact that the correct distribution of the load is the responsibility of the driver. And we, as shippers, did not violate the standard for overloading, and all the fault lies with the driver, because in the process of loading or in the process of transportation, the driver himself could move the cargo. Thanks to! Or how can we properly avoid paying the fine, because we are LLC and the fine is 250,000 rubles.

Dmitriy

Good afternoon, in accordance with the Technical Regulations of the Customs Sobza, the maximum permissible weight road trains 40 tons, given that this is an INTERNATIONAL DOCUMENT, and international agreements are "higher" than national ones, it is better not to carry more than 40 tons

Vladimir

Standard a \\ crane KS-45719 on the chassis MAZ-5337. Load on the rear axle 11500 kg (indicated in the passport of the crane and on the mark. decree on the fine for the enterprise (Kostroma, auto weights-invisible) -300tr.

Sergei

Purely theoretically I thought, but if on this crane rear axles"Push apart", then it will already pass on the weights. It seems that there are not many alterations, jet rods and cardan shafts can be ordered by size, springs can also be picked up or assembled from the sheets yourself.

Valentine

Automatic weight and size control systems have been operating in Russia for a long time. At the same time, for minimal overloads, even on one axle (within the error of + - 400 kg) fines come to the owner of the vehicle. And if the owner is a legal entity. Then keep 150 thousand rubles. for exceeding 2% of the permitted weight. Moreover, the automation will not determine that during the movement, the load may shift. In general, in the near future there will be a lot of appeals against such decisions.

Edward

I worked for the owner now the fine came to me even though I, as a driver, paid just the inspector confused the names. the judge said that there is no difference who was discharged

Yuri

I have a three-axle tractor and a three-axle U / tank trailer. We do not carry overload in terms of the total mass, but it happens along the axes. I don’t understand, the overload in terms of the total mass of the road train is the penalty higher than in the case of axial overload ???

Michael

Indeed, I also heard such information that in the near future an automated weight control system will be installed on the roads. And having fixed the overload, receipts with a fine will be sent to the offender. By analogy with an overspeeding system. And then we will live, Plato will then seem like a trifle. I understand perfectly well that the road is deteriorating, I understand that any error with overloading leads to an irreparable and unpredictable. But an adequate and qualified driver will never deliberately overload and distribute the load evenly along the axles. And the grabber and receipts will not stop.

Leonid

But in fact, those who deliberately overload their trucks and dump trucks harm everyone. First of all, the roads on which we drive are affected. These are not only pits and potholes, but also deep rutting. Here in our region there is a road from Gomel - Bryansk, I often go along it, and so in the direction from Gomel the track is 20-25 centimeters, and in the opposite direction there is no track. Why? Yes, because loaded trucks go from Belarus to Moscow, and back empty! The driver's desire is quite understandable - he loaded more, transported more, and received more. But! The rest of the traffic participants suffer. Therefore, axle load control is important and must be carried out on all important federal highways.

Andrey

The severity of car laws in Russia, as we know, is compensated by corrupt traffic cops.

Lyokha

On the one hand, any average static driver (if he does not drive trucks) is "in a drum" all these layouts on overloads, calculations of axle loads, and so on. On the other hand, both of them use the same road, and the condition of this road primarily depends on trucks. It is they that give the main load on the roadbed. Therefore, car owners of light vehicles have every right to participate in the discussion of such problems and ask questions, and demand compliance with the load norms in case of violation. In my region, after the appearance of the Mirotorg company, the roads began to simply fall apart before our eyes. In some, they are invested in repairs, but not always. I pay honestly transport tax and I want to drive on normal roads.

Leonid

Tin, it looks like they will soon be fined for everything. And so the taxes were raised, and now there is also an overload. Even if not overloaded, they will find something to dig into. And as they say: "Russian court, the most humane court in the world." So it will be useless to go there if something happens.

Dmitriy

Theory is good and correct, but we must not forget that we apply the norms from region to region in different ways. So when planning your route, be sure to look for reviews of local posts and attitudes towards them. I read about what is happening in Karelia, Tatarstan, Bashkiria - we, for example, do not have such a tough guy yet.

SuperMakarij

The development of heavy-duty truck fleets already in the seventies of the last century greatly changed the operation of highways. Heavyweights destroyed the roadway, sometimes knocking out ruts in the existing asphalt. Overloading vehicles affects not only the quality of road operation, but also technical condition cars and their trouble-free operation. Especially the problem of overloading trucks has been growing since the 90s, when private car fleets began to develop at an accelerated pace in the country. Together with them, the excitement of earning at any cost went, to the detriment of the rules for the operation of trucks and road safety. The measures taken by the government to regulate and control the rules for the carriage of goods are forced and require one thing from drivers - their implementation.

Vladimir

The trouble is this! Control over the overload of a truck, of course, must be tough and it must be carried out for the sake of protecting the roadway and the environment. But on the other hand, for which they introduce additional fees for truckers (Plato system), they constantly increase excise taxes on gasoline and diesel fuel? Truckers are forced to go for the trick, overloading their cars in order to achieve at least some profit. Many individual entrepreneurs - truckers leave the market, abandoning their favorite business. And second: why is the control over heavy trucks being tightened, but not over the road workers? New roads do not even withstand a couple of winters, they are destroyed instantly!

Anton

I bought a truck in Moscow (single axle 2), drove it home, loading it with my own cargo. Near Novosib I got into automatic equipment with an overweight on the axle (the load was displaced). VERDICT: I am the owner, non-commercial cargo, PENALTY 300t.r. …. how is it finally ??? Isn't it easier to dispossess us right away, why such complex schemes?

Sergei

Our legislators, regulating norms and the Code of Administrative Offenses, act according to the scheme - "where or how to work, just not to work." They make tables, publish articles about exceeding the permissible values, but only without regard to quality Russian roads at the present time and during their further installation. Everything seems to be fine, the driver observes all the norms for a certain quality of the road, the axle load rate is less than the permissible one, then after passing along the part of the "killed" road he breaks undercarriage car. But the pits, in fact, are the same axle load, only to worsen the operation of the transport. In terms of axle load, it should take into account not only how the roads will suffer from overload, but also what losses the car owner will incur from their unacceptable quality. To begin with, there should be normal laws on the guarantee from the road contractor and tough measures to violate them.

Victor Alexandrovich

Trucks don't always spoil the roads! The track is everywhere light, it is from the thorns. Does the government not know about this? He also knows, but does nothing, because the result is not needed by anyone, but this movement-hype is needed. Tell me, how can the driver keep the axle when transporting timber, lumber? There are no scales in the car, the density is highly dependent on humidity and wood species. It is surprising that all the media and amateurs who themselves have never loaded their trucks all over the country are replicating nonsense.

Alexander

I sincerely sympathize with the drivers of heavy trucks - as a rule, they do not solve anything in different cargo and economic situations and are forced to commit violations so as not to lose their jobs. Only now it is them who have to answer.

Sergei

I have been to Poland by car and have not seen any rutting there, although there are many tractors moving along the roads, it means that it is not about the cars, but about the quality of the canvas!

Anatoly

Of course, the overload of a truck is an indicator of the use of the car, which should always be under the control of both the driver and the responsible persons of enterprises or organizations. It is not for nothing that the legislation provides for responsibility for the state of loading not only to these persons, but also to the organization itself. All this in order to avoid, as they say, shifting all responsibility onto the driver. The driver, fulfilling the commands of the company's management for the transportation of extra-heavy loads, should not be a whipping boy. And he has responsibility not only with fines, but sometimes with his own life. I would like, especially managers or owners of small businesses to understand this. If you want to make a big profit, organize a decent job for the driver, provide timely, if necessary, the appropriate permits, send the car along a route where the road surface can withstand the weight of a loaded car. Serious study of the performance of such work should be, and not according to the principle "I said," and there at least do not flourish. And if everything that depends on you has been done, then let the driver be responsible for all deviations and violations.

Evgeniy

And I'll tell you this - all this weight control carried out by government agencies is actually ineffective! The fact is that the overwhelming majority of furists know perfectly well where the stationary scales are located and the places where mobile points are most often installed to measure the load. And even at the stage of loading their truck at a logistics warehouse, knowing in advance that they will have an advantage, drivers develop a route bypassing all checkpoints for weight and load. Plus, in almost every truck there is a short-wave transmitter-receiver (walkie-talkie), with the help of which truck drivers communicate on a certain channel, who share the situation on the road, the presence of a traffic police post or scales.
Thus, less than 5 percent of violators are caught in the network of our security officials, that is, it’s like catching a small fish with a net with a large mesh - whoever gape or a sucker pays! On the other hand, these are of course obvious pests. After all, what happens is that one carrier makes a profit on transporting the overweight, and we all repair the roads together (for our taxes). Therefore, I think that a truck with an advantage is a common enemy !! Some nonresident stranger will drive past my city, and he doesn't care, and I still have to ride here all my life.

Nikolay

How they cheat with overload and axle load, I do not know, but the fact is the fact - they violate it, and often. Several years ago, I often had to travel on federal highways and noticed that stationary weight control treats truckers in different ways. Some have an obvious overload, they barely pull uphill, they are pressed to the ground, and no one pays attention to them. It's all about the numbers, which region, such is the attitude. Sometimes there were mobile metering points, here the loyalty of the inspectors fell, they were much stricter. There are many acquaintances who work on long vehicles, and everyone has their own tricks to bypass weight control. But, as usual, the employer (private trader) immediately finances the driver with funds for fines. Someone finds workarounds, but, apparently, it is cheaper to pay a fine than to drive several flights. It is clear that everyone wants to make money, everyone has their own truth, the human factor rules here. I got the money on my paw - I closed my eyes. The Platon system was introduced, but what has changed? We, the drivers, suffer passenger cars- the roads are smashed. Several years ago we spent overhaul bypass road along Saratov, not even a couple of years passed - the track turned into an accordion. Who is to blame - the road builders? Perhaps, but when a car rolls with the weight of a railway carriage, some road will withstand it.

Laura

At first glance, I, as it were, are far from all these long-range problems, but on the other hand, I often have to drive along the highway, which the trucks have "chosen". And meet them often. And sometimes I get scared. It is quite narrow there and sometimes the trucks begin to swing in a non-childish way, it is noticeable that they are overloaded, it is not easy for them to keep their monsters. More than once, the monsters drove me into a ditch, not just to the side of the road.

Macarius

March ends, the first spring month, literally in a few weeks in the central regions of Russia, basically, the melting of snow will end, and the earth will begin to thaw from its winter permafrost. The most dangerous time for the operation of roads and the time of responsibility for their unreasonable use. During the thawing period, the earth literally subsides under any vehicles. Ruts appear on dirt roads, sometimes very deep, especially from the passage of heavy tractors, such as John Deere, KA - 700 and others. The same thing happens on paved roads under the wheels of heavy vehicles. Even in high-quality asphalt, ruts are filled, which can only be corrected by completely re-laying the roadbed. It is no coincidence that at this time the overloading of cars moving on the roads is receiving the closest attention by various services, especially the traffic police. It must also be remembered that the total vehicle overload and excess regulatory pressure on the axle of cars, not only destroy roads, but can also harm their serviceability. Explosions of wheels during movement, their breakage, followed by overturning of a trailer or the entire truck, are not rare. And the applicable fines for drivers and car owners, in this case, are correct and justified.

Anton

Of course, in all troubles and violations on the roads, as a rule, only the driver is to blame. After all, a traffic police officer who stops a car on the road will not look for the owner of the car or the head of the company that owns the car. And the inspectors are strict with the driver. Our company has a well-equipped workshop for loading and dispatching products. And there are several types of loading devices, and an excellent weighing one, where scales are installed that can weigh heavy vehicles with trailers. Once I closely monitored the loading, the movers fulfilled all my requirements for evenly stowing the load on the body platform. When weighed, the total weight of the truck with a trailer did not exceed the norm established by law for my car. I calmly left for the flight. Before reaching the city of Voronezh, at the check-weighing point, my car was very carefully outweighed and, according to the indications of their scales, the total weight of the car was allegedly overloaded by 20%. Of course, I could not prove anything, I paid to go further. So it turns out that the country is one, the legislation is the same, but the scales are different. Although the scales at our enterprise are modern, electronic, rarely when unloading my recipient sets the weights. It seems to me that when adopting new rules in the country, it is necessary to first put things in order in the instruments of control, and then control them.

Sergei

Of course, laws are written to be enforced (or bypassed). In our Tula region, every day in the spring, at the entrance to the city, just near my garages they install a Gazelle with the inscription “Weight control” and a traffic police car. When I walk out of the garage, with curiosity, I observe the same picture from year to year. A truck is going, they stop, look inside, climb something and look. Then they check the documents. Naturally, we are not even talking about any weighing. Then the driver first gets into the traffic police car, then goes to the "Gazelle" and gets out of there putting a piece of paper in his wallet. Once he did not hesitate to ask the driver what he was given, it turned out to be a receipt for the overweight. So the question is, how did they determine the advantage - apparently by a quick glance method. And by the way, I regularly pay transport tax, and drive on broken roads. So I want to understand this everywhere in our country, this is how the preponderance is determined, or only in the Tula region. Moreover, this post stands at a fork in the road - one in Tula, the other on the Don highway. And the trucks naturally turn everything !!! to the Don, since they are not allowed to enter the city. Those. A fine is taken for the Don highway, and at the exit from the Tula region there is another similar mobile post of weight control, which releases cars on this highway. So it is not clear who is stealing this money from whom, and whose area of responsibility is there.

The destruction of the road surface in Russia is headache all drivers. There are many reasons wrong rubber(for example, studded tires are prohibited in Europe), natural conditions, road load, quality of road works. One of the reasons is the overload of the car, transmitted to the road through the axle load of the car. Axle load is the load from the mass of the vehicle transmitted to the road surface by the wheels of one axle. It is when the car is too overloaded that the road surface is destroyed.
The mass of the car and the load on its axles are related by the ratio - the entire mass is divided by the load on the axles of the car (if there are two, then by two, if three, then by three). There is more load on the rear.
On some sections of the road, there is a prohibition sign 3.12, which prohibits the movement of vehicles whose axle load exceeds that indicated on the sign. Violation is punishable by a fine, i.e. shall entail the imposition of an administrative fine in the amount of five thousand rubles.
There are two types of weighing: dynamic and static. Dynamic - without stopping at a speed of no more than 5 km / h, statistical - this is a complete stop, it is the most accurate. Depending on the weight exceeding the allowed norm, the fine changes. In addition, for violations provided for in part 1 - 6 of article 12.21.1 of the Code of Administrative Offenses of the Russian Federation, the vehicle is sent to a parking fine, and if this is not technically feasible, then its movement is prohibited using special blocking means.
If the excess weight was allowed by legal entities or individual entrepreneurs, then they are fined from 250 to 400 thousand rubles.

Anatoly

The new asphalt surface becomes wave-like in a year, it is impossible to drive.

Dima

They do not want to make normal roads and invent restrictions. In the EU, Turkey maximum load 60t. And the roads are like glass

Anatoly Ivanovich

Life flows and everything changes in it. The legislation on the reloading of trucks is quite stable, only the control system is changing, which is increasingly moving towards informatics or cybernetics. In Russia, overload control systems are already operating in Russia, which can determine it at speeds up to 140 kilometers per hour. Is this good or bad. On the one hand, technologies for determining overload are developing, simplifying and, accordingly, accelerating, and also lead to almost irrevocable punishment for identified violations. This is good. But on the other hand, the modern control technique is not entirely perfect; during its operation, large deviations from real indicators pressure on the axle of the vehicle. Therefore, the mass of disgruntled drivers and car owners, unjustified expenses for the transportation of goods, the cost of which is already quite high. What to do? Of course, as always, be patient, rejoice that you managed to avoid this control when working on the roads and try your best not to overload the truck to please customers, place the cargo in the body correctly, both in size and weight. All this will allow avoiding undeserved punishments. And all this will pass.

Anatoly

Whatever one may say, but the federal law on highways must be fulfilled. But even without overloading the car, in some cases, you can't do it. Especially it is necessary to overload the car when transporting solid structures or large products that fit into the car body in size, and, accordingly, in terms of weight and, accordingly, the load on the axle of the mass of the load, an overweight is obtained. In our organization, the transportation safety department in this case draws up special permits for the transportation of such goods, which takes a certain amount of time and is allowed for this reason, the car is idle. With a slight overweight, the decision to issue such a permit is made quickly, in one day, but with overload of more than ten percent, the service of the enterprise has to work hard to prove the need for such actions. We had a case once. We loaded two structures onto the car body, which together exceeded the permitted carrying capacity of the car. The car, waiting for permission to carry this cargo, stood for about ten days, continuous losses for the company. Permits were never given, one structure had to be removed from the body platform, as a result, and permission was not required. The structures were transported to their destination in two flights during the day. I think that in this case it is not the federal law that is to blame for the losses incurred by the enterprise, but the slow-wittedness and sluggishness of our responsible services, who cannot count money.

Sergey Sergeevich

If the axle load is correct, but the driver took an emergency vehicle for towing along the way, then, based on the laws of physics pulling force will also increase the weight load on the axle. The rules do not specify anywhere about such cases, although if everything is taken into account according to the standard, then a fine should be imposed, if the human factor is taken into account, then no. I wonder how the traffic police regulates it.

Hope

Good afternoon! Tell me during road closures from permissible load on an axle of 5 tons, how do they have a front axle of 6,3t for a Volvo brand? or for a front axle they are not fined ????

Kostya

I'll tell you more ... It's okay if there are big cities and distant transportation. And if the transportation is regional, then there is a constant overweight. All our drivers know where the stationary posts are located. And most importantly, they know how to get around them. This is done as usual. country road, the exit to which is very smooth. Everyone knows about it and no one does anything.

But all the asphalt is in potholes and when you drive a car, it feels like you are really driving through a minefield. I myself have buried 2 wheels there in 3 seasons. And, moreover, they were not subject to restoration.

As for the on-site weight control, I have never seen how much I traveled. And almost everyone overloads the machines, it's just a banal economy for them. It is easier to go conditionally 2 times than 4. The savings are very decent.

I don't understand the other, why can't you make some kind of software protection from the factory? Suppose we put sensors that will monitor any pressure on the surface and, if it is exceeded, block the engine. Do you want to go? Unload half. I think not the most difficult invention.

And the fines are just like that ... you first catch it. Well, as we all know, we live in Russia ... and here it is easier for the inspector to shove 5 thousand and move on.

Arkady

I disagree about the last comment. Previously, there may have been some bypass routes and tried to go around, but this is still when the goods were delivered to the city. In the villages and villages there it does not matter, there have never been traffic cops, and like all of them, they were not fined at all.

If a heavy truck tries to move onto a country road, it may turn over at all or simply not drive back, there are very steep ascents and descents, as a rule.

Now they have stopped violating. Perhaps fines worked, perhaps there were more traffic cops. There are a lot of familiar long-range fighters, no one is at risk. If there is an overload, they will not even take it personally for a surcharge. Work and a car are much more important than a conventional 10 in your pocket.

I would really tighten control over by car... Yes, they do not put that much load on the road, but they are dangerous. A box of tomatoes flew to my brother from a passenger car, and a sheet of chipboard flew in to me, which the "smart" driver tied to the roof of his six. As a result, the replacement of the lobovuhi and the jammed roof, and there is nothing to take from it. In the end, I did everything myself.

Look how those who work in the markets drive, where the car on the rims scrapes on the asphalt.

So I want to say that there are a minimum of problems with cargo now, but no one is looking for cars, including gazelles.

The fact that such high fines are for organizations is quite understandable, because the overload is a consequence of the pursuit of profit. Why ride three times when you can do two? High fines make such an undertaking impractical.

Nikita

Yes, there is no control. Yes, if it is a truck, then there are weights, etc., but if it is within the framework of the region, then I simply don’t know a single weigher within a radius of 100 km, and the trucks only fly on the way.
The roads are all broken and no one is simply repairing them.

And all right, only the asphalt would be broken, but also the country roads. There is an excellent rule that this does not apply to the transport of the Armed Forces of the Russian Federation. We have a tank range nearby, and when they drive, they cross the asphalt road and drive along country roads.
Bottom line: a broken road, where a country road was moved and completely destroyed. That is, after the tanks, and they drift there and whatever, it is simply impossible to drive a regular car, and the road is between villages. You are driving like a minefield.

The presence of fines and standards is, of course, good. And what to do with corrupt traffic police officers? Such overloaded cars pass through the posts calmly, they just unfasten them - and go ahead, ruin the road! Since last year, our city has officially become a route to bypass Plato. Roads, and not so hot, began to literally collapse! Drivers don't give a damn about signs “no lorries allowed”. They even climb onto the emergency bridge! Moreover, in the area of the bridge there is often a car of DPS nicknames. "Do not see"! Trouble awaits! Where can you go in this case?

Andrey

Regarding corruption in the field of cargo transportation, if weight control is automated, then there will be no corruption, because, although the decision on bringing to administrative responsibility is signed by an official, the transport company or driver will not contact this person. The scales will weigh, the camera will record, everything is objective.
