Passage then in. New rules for motor insurance and technical inspection. What to do if the car is insured but has not passed inspection

The latest changes related to the technical inspection of a car in Russia will come into force in 2018. What changes and new rules should we expect? In any case, the relevance of car owners turning to private services to undergo maintenance will grow, but it is important to know and remember the list of new provisions in the law on maintenance in Russia that have already entered into force.

Changes in the rules for vehicle maintenance in 2018.

1. Many people in the government are talking about what will be introduced special video recording of technical inspection. That is, several photos will be attached to the diagnostic card of how the car passed the technical inspection. However, my opinion is that this will remain at the bill stage. Why you ask? Everything is very simple - thousands of cars undergo technical inspection per day, therefore, if several photographs are taken, then they need to be stored somewhere. And this is not hard drive 1 terabyte, and you also need servers to process such a large amount of information. I'm not sure that RSA has the money for all this.

2. The government is considering a bill to introduce Fine for lack of technical inspection vehicle. This will be in addition to the fine for not having car insurance. All the conditions for this have already been created - they exist single base technical inspections of EAISTO, which will check the availability diagnostic card simple and fast, the only thing you need is to provide traffic police officers with access to this database. Therefore, it is likely that in 2018 an amendment to the law on technical inspection will be adopted, which will supplement this law with a section on fines.

3. 15-digit diagnostic card number. The first news that affected the amendments to the rules on technical inspection was a change in the number of digital values in the technical inspection card - previously it had 21 numerical characters, but now there are fewer of them - only 15. This innovation is valid from January 1, 2018. Unfortunately, a large number of insurance companies throughout Russia did not receive timely notification of this innovation, and car owners were the first to suffer. At the same time, the old maintenance cards continue to be valid.

4. Electronic maintenance or electronic diagnostic card.Car owners who spare no personal time will be forced to contact service stations, additionally paying for the work of a technician for adjusting the headlights, washing the car, systematizing the work of the wipers, etc. And those customers who value their time and for whom every second counts can simply place an order for a vehicle inspection and arrange delivery anywhere or purchase a DK via email. form.

5. I can also assume that soon, along with automatic detection of speeding, which is already quite common in our country, thanks to cameras on the roads, it will also be introduced automatic recording of the presence of a technical inspection by car. In principle, there are already cameras that record the presence of insurance on a car, so checking for technical inspection is only a matter of time.

Will it become more difficult to pass a vehicle inspection in 2018?

The trend of combating the sale of diagnostic inspection cards is gaining momentum in the government, so in 2018 all measures will be taken to make life more difficult for those operators who sell inspection cards, however, as often happens, life will become more difficult for those who do not sell. One way or another, the number of those who bought a technical inspection will decrease, which means the queues at state maintenance points will grow. Therefore, passing a technical inspection in 2018 will most likely become more difficult.

How does this happen?

To begin with, we send the card No., consisting of 15 numeric values. It can be easily checked by the interventionist or the insurance company, or simply enter it in the “Technical Inspection No” field during the registration procedure for compulsory motor vehicle liability insurance. sample.

To draw up an MTPL agreement, this data is quite sufficient, since the vehicle is already in the EAISTO database.
Next, payment is made, after which the car owner receives an email. A scan of the recreation center arrives in the mail. The maintenance card will already be stamped and signed; all you have to do is print it out if necessary.
Please note that from January 1, 2018, it was possible to purchase an MTPL policy via the Internet via email. form, and now - a diagnostic maintenance card in email. form.

Paper version of the diagnostic card

Remember that to apply for an MTPL policy, having a paper version of that same diagnostic card is not at all necessary.

This is a popular question that motorists ask: is a 15-digit card number enough to apply for an insurance policy?

The answer is, of course, enough. An important condition is to enter the vehicle into the EAISTO database. Now there is no need to have a paper version of the DC; it will be enough that the number is entered into the database. It is also not at all necessary to provide a vehicle inspection card to traffic police officers.

The rest of the list of rules for passing maintenance continues to be carried out as usual in accordance with the rules entered into legal force on January 1, 2012, taking into account a number of changes and additions dated June 4, 2014.

Of course, all vehicle owners in Russian Federation It is mandatory to present the vehicle for inspection. Exceptions apply to cars and trucks, whose weight does not exceed 3.5 tons, as well as for semi-trailers, trailers and motorcycles, which may not do this during the first three years from the date of purchase.

Where can I undergo maintenance or purchase a recreation center in email? form?
In order to receive email. view of the recreation center, carefully enter all the necessary data in the form on the first page of the site or send a photo (you can mobile phone) vehicle registration certificate on both sides, writing the tire brand, real mileage car and the type of fuel you fill the vehicle with. Please note that we do not take advance payment. You can pay for the service after a thorough check or registration of a compulsory motor liability insurance policy.

What is the price of el. diagnostic card?

Official price technical inspection cards with mandatory entry into the EAISTO database and assignment of a number of 15 numerical values - is 999 rubles.

At the moment, this is the latest relevant information about news and provisions in the law on maintenance and the rules for its passage in 2018 in the Russian Federation.

Hello friends! Today I will tell you how to get through car inspection in 2018. After all, you are probably familiar with the situation when you arrive at an accredited center, without doubting that everything is in order. And then you suddenly hear about new requirements and find out that there is a repair center nearby where they will happily fix your car for a tidy sum. To help you avoid such troubles, I will tell you about the nuances of undergoing maintenance.

Decree on technical inspection: how often to undergo it according to the new rules

The current procedure is regulated by law “On technical inspection of vehicles”. It must be taken periodically, and the results are recorded in a diagnostic card, which is later given to you.

Maintenance is more serious, so prepare the car

Based on the results of the inspection, the information is entered into the EAISTO database. If defects are identified, the car owner does not receive a diagnostic card and is given 20 days to fix the problem. Then he will turn to the operator who carried out the maintenance: he will not repeat the procedure from the very beginning, but will check the problematic vehicle system. If you are traveling to another point, the employee will undertake a repeat inspection.

Inspection in 2018: changes and new rules

The following changes came into force in February 2018:

  1. The list of faults that do not allow maintenance has been expanded. Among the innovations - ban on dismantling installed by the manufacturer windshield wipers and washers. Also, you should not strengthen the headlights with special films, even transparent ones, and drive with damage to the power steering.
  2. The requirement to carry it in the cabin has returned first aid kit.
  3. Can't do without fire extinguisher, and the capacity must be at least 2 liters. There are fewer requirements for the types: powder and freon are allowed.
  4. Fans of modifications and tuning will be disappointed: they will not even install seats from other car models. Changes are allowed if they are recorded in the registration certificate.
  5. dripping unacceptable.
  6. According to new requirements for technical inspection Studded tires must be installed on all vehicle wheels. This rule is not new, but it is now officially spelled out in legislation. It is stipulated that tires can only be used with the same wear, size and type.
  7. Gas equipment is allowed to be established if it complies with the requirements of the Customs Union (entry into the registration certificate is necessary).

There are also a number of minor changes to the rules, but they will not affect ordinary drivers. You just need to take into account the listed changes and prepare for the fact that at the next maintenance they will issue a new diagnostic card form. The old ones remain valid, so there is no reason to rush for inspection.

The document is an A4 sheet containing information about the condition of the vehicle, main components and systems. If the card is damaged or lost, the data is restored based on the EAISTO. You will have to pay for the re-issuance procedure 300 rub. But the risk of losing the document is small, since the law does not require you to carry it with you.

Do I need to get a new diagnostic card if the car has changed ownership? No, because the document records the technical condition of the vehicle, and not information about the owner.

Where to get a technical inspection and who has the right to conduct it

There are no changes in this area: as before, contact operators who have been accredited by the RSA (Russian Union of Auto Insurers).

They have the right to refuse service in 2 cases: in the absence of documents identifying a person, or if the car does not correspond to the information in the title.

How to pass a technical inspection for compulsory motor liability insurance: new rules in action

How is the technical inspection carried out according to the new rules? You will need to prepare a package of documents and provide the vehicle for inspection. The procedure consists of the following steps:

  1. Select time and sign up for an accredited service station.
  2. When you arrive at the appointed time, an employee will check the integrity windshield and rear view mirrors. There must be no cracks or other defects that impede visibility.
  3. Attention is paid to the operation of windshield wipers and washers. It is important that the brushes clean at least 90% of the area allocated to them.
  4. The check includes seat adjustment, proper operation of seat belts.
  5. An important point will be equipment: first aid kit, fire extinguisher and emergency sign. The fire extinguisher must comply with 2018 requirements.
  6. Chassis and braking systems check by lifting the car with a lift. Road tests are rarely carried out because they require a lot of space. Instead, you will place the car on a special stand and then press the pedals, varying the force. You will need to use hand brake. The inspector will pay attention to the uniformity of braking: the wheels should reduce speed equally.
  7. Body inspection aimed at identifying corrosion, defects paint coating, mechanical damage.
  8. An important aspect is to check how steering corresponds to the norm. Then the operation of headlights and other warning lamps is tested. Attention is paid not only to whether the high and low beams are on or not, but also to the angle at which the rays fall.
  9. Regarding tires, then the inspector measures the tread height, makes sure it matches the season, and looks for possible deformations.
  10. Being tested power unit and the composition of the exhaust gases is checked.

It happens that unscrupulous employees, wanting to receive a bribe, inflate the requirements for the car. In this case, ask to clearly indicate the point according to which you cannot receive a diagnostic card.

Features of re-check

If deficiencies are identified, you will eliminate them within 20 days, after which you will return to the service station. The diagnostics do not have to be repeated from the very beginning: the operator will check only the systems that raised questions. If you decide to undergo a new examination from another operator, you will pay for the procedure again.

How technical inspections are carried out in practice according to the new rules: user experience

I purely by chance remembered that the time had come to undergo a technical inspection. I chose a point and arrived. First I saw the inscription “Cashier”, gave the money and received a diagnostic card form, which must be filled out at your own peril and risk.

I stood in line for 2 hours and went to the box where the examination itself took place. The technician said to turn on the engine, lights, turn signals, low beam and high beam, fog lights. At the next stage, the inspector asked to get out of the car and accelerated while driving on some rollers. Then he went down into the inspection ditch and told me to turn the steering wheel.

The rest of the checks were carried out according to the “I’ll take your word for it” principle: the employee did not want to look for an emergency sign in the trunk. He left for about 10 minutes and returned with a stamp indicating that the vehicle was in good working order and a diagnostic card. I was surprised that the car was not lifted on some kind of unit, like last time, but I did not complain. In general, it seemed that the new rules did not increase the zeal of employees of accredited service stations.

How often to undergo a technical inspection: regular vehicles and special categories

The frequency of inspection is determined according to the following scheme:

  1. Inspection of a new car is not required during 3 years. The rule also applies to trucks weighing up to 3.5 tons, motorcycles, trailers and semi-trailers.
  2. If the car's age is 3-7 years, maintenance frequency - 1 time every 2 years.
  3. For vehicles produced more than 7 years back, an annual procedure is provided.
  4. Maintenance is carried out every six months passenger buses, vehicles for transporting dangerous goods, passenger taxis and trucks for transporting people with more than 8 seats.

Take these rules into account, otherwise you will not be able to conclude a compulsory motor liability insurance agreement.

What must be checked during a technical inspection: passing conditions

In total, 65 aspects are checked during the technical inspection, so go to the service center and prepare the vehicle. When you arrive at the inspection point, the inspectors will pay special attention to the following:

  • condition brake system and engine;
  • wheels and tires;
  • operation of headlights;
  • that windshield wipers and windshield washers comply with the standard.

Also, take care of the vehicle’s equipment and study the list of faults for which operation of the vehicle is not permitted. As a result, you will be able to sort out controversial issues if an employee begins to extort a bribe.

Deadlines for passing technical inspections

How to prepare a motorcycle for technical inspection under the new rules

Motorcycle owners are also required to undergo vehicle inspection. The duration of the procedure is shorter than diagnosing a car. Taking into account the new rules, the following will be checked:

  • condition of the brake and steering systems;
  • tire wear;
  • availability of a first aid kit, and for motorcycles with a sidecar - an emergency sign;
  • operation of headlights, turn signals, and other signals;
  • integrity of the paintwork.

Motorcyclist wearing a helmet is also a prerequisite for obtaining a diagnostic card.

The document will not be issued if you yourself made changes to the design of the vehicle and did not obtain permits.

How much does a technical inspection cost in 2018?

The cost of the procedure varies depending on the subject of the Russian Federation. It is calculated using a formula, but to find out the price, it is easier to find a resolution of the local authorities. Fluctuations can be great: for example, in Moscow the service will cost 881 RUR., in St. Petersburg - in 720 rub., and in some regions it decreases to 300 rub.

Diagnostics are more expensive freight transport– expenses reach 2,000 rub.. If we are talking about a bus with more than 8 seats, then the price will be about 1,300 rub.; and you will have to pay to have your motorcycle inspected for compliance 250 rub..

Discounts are provided to certain categories of the population, but to receive them you need to clarify the conditions in the region. For example, Moscow residents can undergo MOT for free at some stations. The service is provided to disabled people, women over 50 and men over 60, heroes of the USSR and the Russian Federation, as well as holders of the Order of Glory.

What documents should I take to pass the inspection?

The owner of the vehicle or his representative must appear to undergo technical inspection. You will need to present the following documents:

  • your passport;
  • power of attorney, if the procedure is not carried out by the owner;
  • technical passport for the car or registration certificate.

If they are available and the vehicle is in the appropriate condition, you can easily obtain the required document.

Fine for lack of technical inspection: if you do not have a diagnostic card

The legislation does not require the driver to present a diagnostic card to traffic police officers, therefore there are no fines for the absence of this document. But you won’t be able to get an MTPL insurance policy without it, which means you won’t be able to drive. For operating a vehicle without a policy, a fine of 800 rubles.

If the driver provides an expired document, the fine will be 500 rubles. Deposit money within 20 days to receive a discount.

Who is responsible for the lack of technical inspection

The direct lack of technical inspection will not be the reason for a fine, but without it you will not receive compulsory motor liability insurance. Driving a vehicle without this document falls under the category of offenses. Moreover, you may be fined more than once.

According to legal norms, one violation will not become an obstacle to subsequent multiple punishments. When you are fined for not having compulsory motor insurance, a traffic police officer records the offense. But if you continue driving and are stopped again, then the place and time of the event change. Therefore, this is a new violation and you will receive new fine. Simply put, law enforcement officers can record violations indefinitely until you pass a technical inspection and receive compulsory motor liability insurance.

Separately, cases are considered when the employee conducting the maintenance issues a card without actual diagnosis. When this is discovered, the negligent inspector will share responsibility with the owner of the vehicle or his representative, if the procedure is carried out by proxy. The operator will not just pay a fine: in the event of an accident caused by a defect in the vehicle, the employee will compensate for the damage from his own pocket. If we are talking about the owner of a vehicle, according to the new rules, a fine of 800 rubles may be imposed.

Who does not need to undergo MOT?

Car owners will not have to go to a service station for the procedure if the car is less than 3 years old and belongs to category B; in other cases it is necessary. You can determine the frequency of inspection for your vehicle using the table:

What to do if the car is insured but has not passed inspection

Such situations are rare, since insurance companies will not sell a policy without maintenance. But it happens that they provide a document under an agreement, according to which you undertake to undergo an examination within 10 days. If the agreement is violated, you will not receive payments upon the occurrence of an insured event.

Problems arise when the diagnostic document is no longer valid and the policy has not expired. After all, previously OSAGO was issued when the maintenance period was at least 6 months. Now you have the right to receive a policy, even if the vehicle inspection paper becomes invalid the next day. In such cases go to the maintenance center and get a new document before the old one expires.

What other new rules might be introduced?

According to statistics, last year issuing a diagnostic card without an actual diagnosis led to 5,800 accidents. On this basis, additional changes to the legislation may be introduced. According to the project, the technical inspection procedure must not only be completed within the established time frame, but also be recorded on video.

For now, changes are in the future: if such rules are adopted, it will be necessary to purchase equipment and create storage for the database. This will lead to additional costs and inspection prices will increase.

The State Duma once again thought about the need to reform the institute of technical inspection of cars. We would like to remind you that the latest changes were made on February 19, 2018. Since January 1, 2019, car owners undergo technical inspection according to the previous rules, but very soon they may be adjusted. The State Duma is currently considering two laws on technical inspection; at least one of them will most likely be adopted in 2019.

We’ll tell you in more detail whether the technical inspection will be canceled in 2019, what it entails new law about the technical inspection of cars, which passed the first reading in the lower house of parliament and, finally, how to pass the technical inspection in 2019 - changes and the latest news from the State Duma in the review site.

How to pass a technical inspection for OSAGO?

The current procedure is regulated by the provisions Federal Law 170-FZ “On technical inspection of vehicles...” dated July 1, 2011. Maintenance should be carried out periodically, depending on the type of transport and the period of its use. Based on the results of the examination, a special document is issued - a diagnostic card.

New passenger cars are exempt from maintenance for 3 years from the date of release due to the instructions in clause 1, part 2, art. 15 No. 170-FZ. The 3-year exemption period from maintenance also applies to:

For passenger cars Children from 3 to 7 years of age are examined once every 2 years, for older children - annually.

The rules for passing technical inspection stipulate that there are special categories of vehicles that must be checked every six months. We are talking about:

  • passenger buses;
  • trucks intended for the transport of people with more than 8 seats;
  • passenger taxis;
  • Vehicles that transport dangerous goods.

In 2019, a unified automated information system for technical inspection (EAISTO), where information about the diagnostic results is entered.

If malfunctions are detected during the initial maintenance, a diagnostic card is not issued, and repeated maintenance is required after the defect is eliminated. 20 days are allotted for this. When contacting the same operator, only previously discovered deficiencies are checked. If the operator is new, he must carry out the entire procedure again.

Where to go and who has the right to check maintenance?

From January 1, 2019, you can undergo technical inspection at the same stations as before. Federal Law No. 170 determined the circle of persons who have the right to carry out the procedure. These are operators who are accredited to obtain the right to engage in such activities in the Russian Union of Auto Insurers (RUA). This can be either an individual entrepreneur or a legal entity. The information is entered into a special register, a link to which is available on the RSA website.

The owner or a person authorized by him with a power of attorney can apply for maintenance. The following documents must be presented at the checkpoint:

  • your passport;
  • power of attorney if a representative has arrived;
  • PTS or registration certificate.

Car diagnostics takes from 10 to 68 minutes - this is regulated by the “Rules for technical inspection of vehicles”, approved by Decree of the Government of the Russian Federation of December 5, 2011 No. 1008, in Appendix No. 2. As a result, a diagnostic card is issued, which either allows the car to be used , or prohibits it.

Currently, traffic police officers do not have the authority to check the presence of a diagnostic card. In accordance with clause 2.1.1 of the traffic rules, the motorist should not carry this document with him and present it upon request.

Cost of technical inspection in 2019

Operator services are paid according to the contract. The price of a technical inspection, or rather its maximum limit, is regulated by the state. This is determined by Art. 16 Federal Law No. 170, the limit is set differentiated by the volume of work, vehicle category, and technological operations performed. Each subject adopts an act that regulates tariffs based on the general “Methodology for calculating the maximum amount of fees for technical inspection”, approved by Order No. 642-a of the Federal Tariff Service on 10/18/11. It has not changed since 2012, but does not contain specific numbers, only formulas. In St. Petersburg the tariff is 881 rubles, in Moscow - 720 rubles. To find out how much a car inspection costs in 2018 in a particular city, you need to find the corresponding resolution of the local authorities.

In some regions of Russia, there are benefits for weakly protected groups of citizens when paying for technical inspection. For example, in Moscow it can be passed free of charge at certain stations to owners registered in the capital for one car (Moscow Government Decree No. 666-PP dated December 29, 2011). Benefits apply to:

  • disabled people;
  • men over 60 years of age and women over 50 years of age;
  • Heroes of the USSR and the Russian Federation;
  • Knights of the Order of Glory.

Fine for lack of technical inspection

Responsibility for the lack of a diagnostic card for the owner passenger car not yet provided for, but a fine for lack of technical inspection may be introduced in 2019. The corresponding provision is in the bill adopted by the State Duma in the first reading. Read more about this below.

Today, failure to pass a technical inspection will lead to a refusal to conclude a compulsory motor liability insurance contract, and without car insurance, operation is impossible. The fine for not having a motor vehicle liability policy is 800 rubles (Clause 2, Article 12.37 of the Code of Administrative Offenses of the Russian Federation).

If a taxi, a bus, a truck designed to transport people with a number of seats of 8 or more, and carriers of dangerous goods have not passed the inspection, then they face a fine of 500-800 rubles. If you pay it within 20 days, it will be halved.

Latest changes

On February 19, 2018, Rossiyskaya Gazeta published Decree of the Government of the Russian Federation of February 12, 2018 N 148 “On Amendments to the Rules for Carrying out Technical Inspection of Vehicles.” In accordance with this document, the inspection procedure was adjusted, and the number of parameters checked during maintenance increased.

Changes for 2019

The latest news is this: in 2019, two bills on technical inspection are in the State Duma of the Russian Federation. The first bill has already been adopted in the first reading. The document provides for the introduction of administrative liability for driving a car without a technical inspection. The fine for such a violation, according to legislators, should be 2 thousand rubles.

The document also introduces a fine for violating the procedure for maintaining the register of technical inspection operators:

  • for officials - from 30 to 50 thousand rubles;
  • for legal entities - from 50 to 200 thousand rubles.

For issuing a “fake” technical inspection in 2019 (for a faulty car or without a real inspection of the vehicle), it is proposed to fine:

  • officials - 5 - 10 thousand rubles;
  • legal entities - by 100 - 300 thousand rubles.

“The need to introduce this measure is due to the widespread practice of selling “gray” diagnostic cards without inspecting the car,” the explanatory note says. This law on technical inspection in 2019 should be adopted in the second and third readings.

Will inspections be canceled in 2019?

Another bill was introduced to the State Duma of the Russian Federation quite recently - on January 29, 2019. The document proposes to cancel technical inspection for cars operated individuals for personal purposes. The author of the draft law on the abolition of technical inspection is confident that it will lead to safety traffic Having a diagnostic card has nothing to do with it. The explanatory note provides statistics according to which only 4% of accidents occur due to a vehicle malfunction. The document has not yet received its first reading.

As the name suggests, a “technical inspection” is an inspection technical side car. It allows you to identify shortcomings in the operation of the car, which is very important for every driver.

On a mandatory basis, drivers of taxis, buses, as well as those carrying out vehicles must undergo vehicle maintenance. Dangerous goods are goods that are flammable, toxic, poisonous, or explosive. Each driver of such a car, who has passed the mandatory technical inspection, has a diagnostic card with him.

For all other car owners, a technical inspection is required to obtain a compulsory MTPL insurance policy. If the car is new and produced no more than three years ago, then MOT is not required before receiving insurance.

Diagnostic card and its meaning

If you have a car, then auto lawyers recommend checking from time to time the legislation related to fines, new traffic regulations, as well as laws on compulsory motor liability insurance and other insurance, if it is relevant to you. This will help you always be aware of new changes and not get into trouble due to your ignorance.

The new inspection rules, which came into force in 2011, stipulate the abolition of previously used inspection tickets and their replacement with new diagnostic cards. , again, as the name suggests, is a map that contains the results technical diagnostics car. It indicates whether your car is suitable for safe use on the roads.

If you are unable to complete the inspection satisfactorily, you will be given 20 days to correct the problem.

If the owner of the car has changed, then there is no need to undergo maintenance before the expiration of the diagnostic card. Also, if the card is lost or damaged, it can be restored upon application to any company that deals with technical inspection of vehicles, while paying a state fee.

Where can I get a technical inspection in 2019?

You need to pay due attention to the process of passing MOT, because if you go through it in an unaccredited place, then you will waste your money and time, and you will also have to undergo the inspection again. Therefore, if you hear that somewhere they do maintenance quickly and efficiently, do not rush to bring the car there. First, check whether the company can carry out technical inspections.

Well, firstly, the new rules for passing technical inspection exclude the former connection between the choice of station and the driver’s place of residence or the registration of his car. Now you can choose any place you like to check the technical qualities of the car. In principle, the process of working and undergoing maintenance is similar everywhere. But you should not contact the first and closest company; initially, use our advice for choosing such a company.

  1. Make sure the company is accredited for the relevant service. To do this, you can go to the company’s website or ask in person for a document confirming accreditation.
  2. Make sure that this company occupies a positive place in the ratings of your city based on reviews from its customers.
  3. Find out how long the verification will take. By law, this procedure should take about half an hour.

Car maintenance procedure

The Internet has become an integral part of every person’s life; in some matters it can significantly reduce time costs. For example, in 2019, through the official website of the State Services, you can sign up for a technical inspection online. If you are not a supporter of this recording option, then you can personally come to the company and register there.

Required documents

“What do you need to pass the technical inspection, besides the car?” - This is a very common question among young drivers. Like any other procedure required by the government, a small list of documents is required to carry out a technical inspection. Only with their presence will your car be accepted for inspection. Such papers include:

  • passport of the Russian Federation of the driver of the car;
  • vehicle passport or certificate of registration;
  • If a trusted person comes to the inspection, then there must be a certified power of attorney.

Federal Law No. 170 states that the maximum cost of a technical inspection is set by the head of the executive branch of the subject in which you live. Therefore, in legislative framework subject, you need to find a law that states this norm.

But the body of this branch of government establishes only maximum price, it will be different for each company. On average, the price for maintenance should not exceed 1,000 rubles excluding VAT.

Frequency of technical inspection

All issues related to passing a technical inspection are regulated by Federal Law No. 170, and Article 15 tells us about the frequency of maintenance:

  1. Cars (up to 3 years from the date of their release) are exempt from inspection until the 4th year from the date of their release.
  2. Taxis, buses, and vehicles transporting dangerous goods are required to undergo technical inspection every six months.
  3. Cars over 7 years old ( passenger cars, trucks weighing up to 3.5 tons, and motor vehicles) are required to undergo maintenance once a year.
  4. Cars aged from 3 to 7 years (passenger cars, trucks weighing up to 3.5 tons, and motor vehicles) are required to undergo inspection once every two years.

Fine for lack of vehicle maintenance

Administrative punishment can only be imposed on drivers of those vehicles that are required to undergo maintenance by law (taxis, buses, cars transporting dangerous goods). There are no fines for other car owners for failing to pass a technical inspection.

If you are a taxi, bus or truck driver transporting dangerous goods, then administrative fine for lack of maintenance there will be a fee of 500 rubles.

Traffic police officers do not have the right to demand your diagnostic card when checking your documents, otherwise the inspector’s actions are unlawful.

Conclusion

To use your vehicle competently, it is necessary, in accordance with legal requirements, to carry out a technical inspection in competent organizations and within a certain time frame.

And in conclusion, we will tell you the main and new changes in the field of technical diagnostics of cars: on February 12, 2018, a new Decree of the Government of the Russian Federation “On Amendments to the Rules for Carrying out Technical Inspection of Vehicles” was created. This resolution talks about new requirements for motorists.

Transport owners are required to monitor the condition of their vehicles and periodically undergo technical inspections to confirm the safety of the vehicle. The procedure for undergoing technical inspection of a vehicle is constantly changing.

In 2017, further innovations were introduced into the maintenance rules. In particular, state vehicle inspection coupons issued before August 2012 have completely ceased to be valid, and motor vehicle liability insurance is provided without presenting documents confirming that cars and trucks have undergone maintenance.

Car inspection with insurance

In 2019, when applying for an MTPL policy, motorists are not required to provide insurers with a diagnostic card issued based on the results of maintenance. This document was introduced in 2012 instead of inspection tickets. However, canceling the requirement to provide inspection results does not mean canceling the technical inspection.

The fact is that now the all-Russian electronic system EAISTO, to which data on all maintenance performed is transmitted within 24 hours. Insurers check vehicle details online. If the car has not passed inspection or for some reason there is no information in the system, the car will not be insured.

The obligation of motorists to check the technical condition of the vehicle is enshrined in clause 3 art. 16 of Federal Law No. 196-FZ of December 10, 1995 “On Road Safety”.

Vehicle owners must carry out compulsory insurance for their civil liability... Compulsory insurance civil liability of vehicle owners is carried out only subject to a state technical inspection or technical inspection of the vehicle, the implementation of which is provided for by legislation in the field of technical inspection of vehicles.

Without checking the technical condition, vehicles with a service life of less than three years can be insured, except for the exceptions discussed below.

The insurer can issue an MTPL policy even on the last day of validity of the maintenance. However, if a driver gets into an accident in a car whose diagnostic card has expired, the insurance company has the right to recover the amounts paid from the insured person through recourse ( pp “and” clause 1 art. 14 of Law No. 223-FZ “On Compulsory Motor Liability Insurance”).

Prices for technical inspection of a car during insurance are established by maintenance operators and cannot be higher than the maximum value, established by the regional executive body of state power, in accordance with the methodology developed by the Federal Tariff Service (clause 7 of the Rules for technical inspection, approved by Decree of the Government of the Russian Federation No. 1008 dated 05.12.11 - hereinafter referred to as the Rules).

Where can you get a car inspection?

All before 2012 vehicles, registered with the State Traffic Safety Inspectorate, underwent technical inspection at instrumental control points during the road inspection. From 01.01.12 after entry into force Law No. 170-FZ of July 1, 2011 “On technical inspection of vehicles...” functions were transferred to technical inspection operators (TIOs) - legal entities and entrepreneurs who have been accredited by the Russian Union of Auto Insurers.

At the same time, state technical inspection points continued to operate until January 1, 2014, with the condition that before this date they must undergo accreditation in accordance with the general procedure. Until the end of 2014, the accreditation period was postponed for instrumental control points of the traffic police of the Crimean peninsula, which was admitted to the Russian Federation in 2014.

All deferments have now expired. Only accredited ATOs can carry out safety inspections of wheeled vehicles. You can pass MOT at any technical inspection point of an accredited operator. The place of inspection is not tied to the region of registration of the car ( clause 9 of the Rules). The operator does not have the right to refuse a motorist to undergo maintenance if the vehicle:

  • included in accreditation categories;
  • the owner has provided all the necessary documents;
  • the information in the documents corresponds to the car.

The right to conduct technical inspections is granted to car dealers. They must also pass accreditation in RSA. But they can only be given permission to carry out maintenance for those models of cars that they sell (an agreement with the supplier is provided). Maintenance is not the responsibility of the dealer.

Register of technical inspection operators

Posted on the RSA website list of operators with search system:

  • by GTO number;
  • at the address;
  • by name;
  • by the name of the leader.

It includes inspection operators with suspended and revoked accreditations. When checking a counterparty, you should pay attention to the icon in the right-left column. GTOs with valid accreditation are marked with a check mark on a green background.

All data from the presented certificate must match the information from the register. You can clarify whether a service point belongs to the specified operator by calling the register.

Changes to the maintenance procedure did not affect self-propelled vehicles(tractors, snowmobiles, etc.) and transport of the Armed Forces of the Russian Federation. Checking the condition of these devices remained the responsibility of government agencies - Rostekhnadzor and the military traffic inspectorate, respectively.

How much does a car inspection cost in 2019?

The cost of vehicle maintenance is set by each technical inspection operator independently, but authorities limit the maximum price for services. The upper limit is calculated by each region of the Russian Federation according to the methodology of the Federal Tariff Service.

Approximate operator prices for different types transport are indicated in the table.

Transport categoryVehicle maintenance cost, rub.
Passenger cars
M1 – with a number of seats (without driver)700
Buses, trolleybuses and other passenger transport
M2 – with a number of seats > 8 and a maximum permissible weight of no more than 5 tons1250
M3 – with number of seats > 8 and maximum weight > 5 tons1500
Trucks
N1 – maximum weight no more than 3.5 tons750
N2 – maximum weight > 3.5 tons, not more than 12 tons1500
N3 – maximum weight > 12 tons1600

As can be seen from the table, the maintenance price for truck or a bus is higher than the cost of vehicle inspection.

If the vehicle does not pass technical control, the owner is issued a diagnostic card indicating faults. In this case, the car undergoes a second technical inspection.

If repeated maintenance is carried out within 20 days from the date of the initial inspection and at the same point, only faulty components are checked ( clause 1, 2 art. 18 FZ-170 dated 07/01/11). The price of a repeat inspection is based on the scope of work performed and cannot exceed the fee for the first inspection ( clause 3 art. 18 FZ-170).

Previously, vehicle owners paid a fee for maintenance. After the service ceases to be state-owned, no payment is made to the budget.

What is checked and what is needed for a vehicle inspection

In 2019, vehicle inspection requirements include: 65 points. All of them listed in Appendix No. 1 To Rules.

The following is checked in the car:

  • serviceability of brakes and steering;
  • equipping with lighting devices;
  • operation of windshield washers;
  • matching tires and wheels;
  • engine condition;
  • compliance with technical fluid standards;
  • presence and serviceability of other transport design elements.

For vehicles equipped with the Glonass system, the functionality of emergency call devices is checked.

Motorists should know in advance what they need to have in their car to undergo maintenance. According to Appendix No. 1 of the Rules The vehicle must be equipped with a warning triangle and a fire extinguisher (at least 2 liters). When preparing your vehicle for technical inspection, you should check the expiration date of the fire extinguisher.

The presence of a first aid kit and its contents are not checked during technical inspection. However, traffic police inspectors may fine the driver for not having a first aid kit.

Technical inspection without vehicle inspection

Car owners often encounter offers to obtain a technical inspection without showing the car. There are a lot of such advertisements on the Internet. What are the advantages and disadvantages of receiving a diagnostic card without inspecting the vehicle?

The only advantage that can be noted is the possibility of undergoing maintenance if there are faults in the car. But by continuing to drive a broken car, the driver risks his safety and the lives of those around him.

Flaws:

  • the cost of a technical inspection is usually more expensive than the official procedure;
  • there is a possibility of receiving a diagnostic card without entering into electronic system, and, consequently, denial of insurance;
  • If it is discovered that a policy was issued without an accredited technical inspection, the insurance may be invalidated.

Organizations that issue a diagnostic card without inspecting the vehicle risk receiving a large fine and losing their accreditation. If the accident is caused by a vehicle defect that should have been detected during the maintenance process, the insurance company may recover the amounts paid from the operator.

Under these conditions, accredited operators will not use illegal schemes; there is a high risk of running into ordinary scammers.

Documents for technical inspection

The list of documents for maintenance is given in clause 9 of the Rules. It includes:

  • owner's passport;
  • vehicle registration certificate;
  • , if the technical inspection is carried out by a trusted person and not the owner.

Service station experts does not have the right to demand papers not included in the list. Documents for vehicle inspection for pensioners do not differ from the general list. You may be asked to present a pension certificate only if the operator’s tariff policy provides for discounts.

Frequency of passage

Law “On technical inspection of vehicles...” I slightly changed the timing of vehicle maintenance. According to Art. 15 normative act, there is no need to check the safety for the first three years, including the year of manufacture. For example, in 2018, cars manufactured in 2016, 2017, and 2018 are not required to undergo inspection. For 2015 vehicles, you need to receive a diagnostic card at the beginning of 2018 (or earlier). In 2019, the deadline is shifted by the time difference.

Vehicle inspection after three years and up to seven years inclusive is carried out once once every two years. Technical condition cars over seven years old are checked annually.

The exception is ( clause 1 art. 15 FZ-170 dated 07/01/11):

  • passenger taxis;
  • buses;
  • trucks designed and equipped for the carriage of passengers, with more than eight seats (excluding the driver's seat);
  • specialized vehicles and their accessories, designed and equipped for the transportation of dangerous goods.

These vehicles must undergo technical inspection once every six months.

Within the established periods, the car owner independently determines the frequency of inspection. The operator does not have the right to refuse a motorist if he wishes to arrange annual and daily maintenance.

Beginner motorists are also concerned about another question - how often to undergo a technical inspection for compulsory motor insurance. WITH The consequences of car insurance do not affect the frequency of maintenance. Insurance company is obliged to issue a policy if the validity period of the diagnostic card has not expired or if the age of the car does not exceed three years.

Diagnostic card

Since August 2017 diagnostic card is the only document confirming the completion of maintenance. On July 30, 2017, the last coupons issued before the end of July 2012 expired. Diagnostic card format is set Appendix No. 3 of the Rules. This is a table on an A4 sheet, which contains information about the results of checking the components and assemblies of the machine and records the result of the technical inspection.
