        General rules for transporting children by bus

        Young passengers can travel not only to school and back, but also go abroad. Rules for the organized transportation of children by buses differ depending on the route and features of the trip.

        Organized groups on an international flight

        When minors travel abroad as part of a group Additional requirements presented to the bus and the driver. The seats in the transport must be installed in the direction of travel, and there should be a signal button near each. Seats for accompanying persons are required.

        There should be two fire extinguishers and first aid kits. The sign "Transportation of children" is attached to the transport in front and behind. On the case on four sides there should be an inscription "Children" in Russian and in the language of the country where the trip is made.

        The body of the vehicle is painted yellow. In its upper part, front and rear, signal lights are installed that light up when the doors are opened. They must be yellow. If there are several buses, a sign with a number in the column is installed on each.

        The driver must have:

        • license to carry out foreign flights with passengers;
        • timetable and itinerary.

        Rules for transporting a group of children on the bus, if we are talking about going abroad, they imply the presence of the following documents:

        • foreign passports of passengers and permissions from parents (guardians) to leave;
        • list of minors;
        • information about the attendants and employees of the travel agency organizing the trip;

        • route programs with stops for various purposes;
        • vehicle charter agreements.

        At least 2 days before the trip, you must submit a notice about it to the traffic police. If there are three or more buses, the inspection provides escort.

        Every transport must have as many adults as there are doors. The attendants monitor the boarding and disembarkation of young passengers, their safety while driving. Children must be secured with seat belts or restraints appropriate for their age. They put them into the transport through the front door and place them in the cabin according to the list.

        The driver is also responsible for the process from the moment the child approaches the door of the bus until he is inside. The attendants make sure that the passengers do not interfere with him during the movement, control their well-being. If an unscheduled stop is necessary, the child leaves and returns to the salon with an adult. When disembarking, the escorts are the first to leave the transport, then, under the control of both, their wards.

        Rules for transporting children on an intercity bus practically the same. You will not need only documents issued for traveling abroad.

        Watch this video about which buses are allowed to transport children:

        On the school bus

        Buses belonging to the same organization deliver children to schools. The director, attendants and the driver are responsible for the trips.

        Rules for transporting children on a school bus are as follows:

        • with the parents of the students, the traffic police approves the route with stops, draws up his passport (the driver must also have a copy);
        • The traffic police is notified of several trips on it;
        • a list of students using transport is compiled;

        New requirements

        Legal documents, according to which trips of groups of minors are organized, were adopted quite a long time ago. Therefore, in 2017 and 2018, they were supplemented with changes. The new rules for transporting children on buses are as follows:

        • mandatory use of a tachograph;
        • from 1.07. 2018. The vehicle, while driving, must notify others about the transportation of young passengers by turning on the yellow beacon on the roof;
        • it is enough for the driver to have a copy of the permission for transportation from the traffic police, and not the document itself;
        • from 11 a.m. to 6 a.m., traveling with minors on the bus is only possible to deliver them to the train station or airport, or due to force majeure circumstances;
        • A list of the products you have with you is needed, regardless of the duration of the trip.

        Existing standards can be improved to take into account changes in road realities and safety requirements.

        Violation of the rules for transporting children by bus

        Ignoring the conditions of transportation of minors more than once led to sad consequences. The main responsible for this is the driver, and the organizers did not escape punishment either.

        Violation of the rules for transporting children on a bus falls under part 4 of article 12.23 of the Code of Administrative Offenses:

        Organized transportation of a group of children by buses that do not meet the requirements of the Rules for the organized transportation of a group of children by buses, or by a driver that does not meet the requirements of ... the Rules, or without a charter agreement, if such a document is provided for by ... The Rules, or without a route program, or without a list of children, or without a list of appointed escorts, ... entails the imposition ... of a fine on the driver in the amount of three thousand rubles; for officials - twenty-five thousand rubles; for legal entities - one hundred thousand rubles.

        If children are taken at night without a valid reason, paragraph 5 of the same article will apply:

        Violation of the requirements for the transportation of children at night, established by the Rules..., entails the imposition of ... a fine on the driver in the amount of five thousand rubles or deprivation of the right to drive a vehicle for a period of four to six months; for officials - fifty thousand rubles; for legal entities - two hundred thousand rubles.

        There is also part 6 in the law:

        It can be applied, for example, in the absence of a list of products taken on a trip, a document with information about the driver.
