During organized trips, rules for transporting children on the bus have been developed to ensure the safety of minor passengers.

Special regulations regarding the rules of organized transportation of children were approved by law.

Specific requirements for transporting children by bus apply not only to the vehicle and driver, but also to the escort.

The rules for transporting groups of children were developed by the Ministry of Transport of the Russian Federation.

The Government Decree approved document No. 1177 dated December 17, 2013, where bus transportation of children by bus implies:

  • transportation of minors by non-route vehicles;
  • transportation of groups of children of 8 people or more;
  • transportation of children's groups without representatives (parents, guardians, adoptive parents).

The representative may be an accompanying child or a medical professional. The rules for the organized transportation of children do not apply to the transportation of children in the presence of their parents who are not included in the accompanying group.

The rules for organized transportation of small passengers include:

  • compliance with the rules for boarding minors in a vehicle;
  • preparation of documentation for transportation;
  • driver compliance with a set of requirements;
  • certain requirements for accompanying persons;
  • escorting buses with minors from the traffic police.

Buses with children are accompanied by representatives of the automobile inspection only if they are traveling from 3 or more vehicles in a convoy.

You must obtain permission from an authorized representative of the traffic police to allow children to travel on the bus.

The driver must have the original document and keep it for 3 years from the date of transportation.

It must be provided at the first request of the traffic police inspector.

The organizers of the planned trip must submit a written application no later than 2 days before the trip to the regional office of the State Traffic Inspectorate.

Notification of the organized transportation of children by bus is submitted by the head of the organization in person or by e-mail through the official website of the State Traffic Safety Inspectorate - http://www.gibdd.ru/letter/.

It must indicate:

  • the length of time for which support will be required;
  • travel route;
  • Full name of the accompanying person;
  • Full name of the driver and details of his driver's license;
  • number of persons transported;
  • indication of the license plate number of each bus.

If children are transported by 1-2 buses, then notification of the trip to the department is also sent to the traffic police.

It states:

  • date of transportation;
  • information about the company that organized the trip;
  • number of minor passengers indicating age;
  • travel route indicating destinations;
  • Full name of the accompanying person;
  • vehicle make and license plate number.

A copy of the application or notification with the traffic police marks that they are aware of the children’s trip must be with the driver.

Paperwork

To transport children, you should prepare the following documentation:

  • list of children on this trip;
  • copies of permits for transporting children;
  • a boarding document indicating the seats for each child;
  • notification from the traffic police or a copy of the application for escort;

As of January 1, 2017, new rules for transporting children by school bus came into effect. This standard establishes requirements for buses for transporting children, which are aimed at ensuring safety.

Rules for organized transportation of a group of children by bus in 2020

GOST 33552-2015 buses for transporting children applies to special vehicles for transporting persons from 1.5 years to 16 years in buses.

General technical requirements are aimed at ensuring the safety of minor passengers, their life and health, as well as the presence of identification marks and inscriptions.

According to the new rules for transporting children on buses, which came into effect on July 12, 2017, it is prohibited to transport small children under 7 years old if the trip lasts more than 4 hours.

During mass transportation, children are boarded only after the bus stops under the supervision of the driver and under the guidance of accompanying persons. They lead the children in an orderly manner to the boarding area through the front door of the vehicle (the younger children are lined up in pairs).

The organizers seat the little passengers one by one and note that hand luggage was safely positioned and did not obstruct the driver's field of vision or pose a risk to the safety of children. After they are placed, the accompanying driver is informed about the end of boarding.

The accompanying persons leave the vehicle first. During stops, children can be disembarked from vehicles only through the front door.

1. These Rules define the requirements for the organization and implementation of organized transportation of a group of children, including disabled children (hereinafter referred to as a group of children), by buses in urban, suburban or intercity traffic.

2. For the purposes of these Rules:

3. For the organized transportation of a group of children, a bus is used, no more than 10 years have passed since the year of manufacture, which corresponds in purpose and design to the technical requirements for the transportation of passengers, is approved in the prescribed manner to participate in road traffic and is equipped in the prescribed manner with a tachograph, as well as GLONASS or GLONASS/GPS satellite navigation equipment and is equipped with seat belts.

When transporting a group of children in an organized manner, a yellow or orange beacon must be turned on while the bus is moving on its roof or above it.

4. To carry out organized transportation of a group of children, the driver must have the following documents:

a) a copy or original of the charter agreement concluded in accordance with the Federal Law “Charter of Motor Transport and Urban Ground Electric Transport” - in the case of organized transportation of a group of children under the charter agreement;

c) a copy of the decision to assign buses to be escorted by a car (vehicles) of a unit of the State Road Safety Inspectorate of a territorial body of the Ministry of Internal Affairs of the Russian Federation (hereinafter referred to as the State Traffic Inspectorate unit) or a copy of the notification about the organized transportation of a group of children;

e) list(s) of all passengers, including:

children (indicating the last name, first name, patronymic (if any) and age or date of birth of each child, contact telephone number of parents (legal representatives), pick-up and (or) drop-off points for each child - if such points are intermediate (not coincide with the point of departure and (or) destination of the route);

appointed accompanying persons (indicating the surname, first name, patronymic (if any) of each accompanying person, his contact telephone number);

a medical worker (indicating the last name, first name, patronymic (if any), position) with a copy of his license to carry out medical activities or a copy of the agreement with a medical organization or individual entrepreneur who has the appropriate license - in the case provided for in paragraph 12 of these Rules;

employees and (or) individuals participating in the organized transportation of a group of children (indicating the last name, first name, patronymic (if any) of each employee and individual, his contact telephone number, pick-up and (or) disembarkation points for each employee and individual - if such points are intermediate (do not coincide with the point of departure and (or) destination of the route);

f) a document containing information about the driver (drivers) (indicating the last name, first name, patronymic of the driver, his telephone number), except if the documents contain a copy of the notification about the organized transportation of a group of children containing such information;

g) a document containing the procedure for boarding passengers, including children, on the bus (according to documents, including an official ID, a voucher, a student’s card and (or) in accordance with the list (lists) of passengers certifying their right to passage) established by the manager or official responsible for ensuring road safety, educational organization, an organization providing training, an organization carrying out educational activities, a medical organization or other organization, an individual entrepreneur carrying out organized transportation of a group of children (hereinafter referred to as the organization), or a charterer, except for the case when the specified procedure is contained in the charter agreement;

h) transportation route indicating:

point of departure;

intermediate pick-up (disembarkation) points (if any) for children, workers and individuals participating in the organized transportation of a group of children;

point of arrival;

places of stops for meals, short rest, night rest (for multi-day trips) - in the case of organized transportation of a group of children in intercity traffic.

4.1. To carry out the organized transportation of a group of children, the person responsible or senior responsible for the organized transportation of a group of children and coordinating the actions of drivers during multi-day trips must have with him a list of accommodation places for children to rest at night, which also contains the name legal entity or the surname, name and patronymic (if any) of an individual entrepreneur who places children on vacation at night or operates in the field of providing hotel services, or the register number of the tour operator organizing the transportation in the unified federal register of tour operators.

5. The original documents specified in paragraph 4 of these Rules are stored by the organization or the charterer and the charterer (if such transportation was carried out under a charter agreement) for 3 years after each organized transportation of a group of children, during which a road traffic accident occurred with victims, in other cases - within 90 days.

8. Drivers who meet the following requirements are allowed to drive buses carrying out organized transportation of a group of children:

having worked as a driver of a category “D” vehicle for at least one year as of the date of the start of organized transportation of a group of children from the last year and one month;

have not committed administrative offenses in the field of road traffic, for which administrative punishment is provided in the form of deprivation of the right to drive a vehicle or administrative arrest, during the last year;

who have undergone pre-trip instruction on the safety of transporting children in accordance with the rules for ensuring the safety of transportation of passengers and cargo by road transport and urban ground electric transport, approved by the Ministry of Transport of the Russian Federation;

have undergone a pre-trip medical examination in the manner established by the Ministry of Health of the Russian Federation.

9. The inclusion of children under 7 years of age in a group of children for organized transportation by buses when they are on the route according to the schedule for more than 4 hours is not allowed.

10. Submitting a notification about the organized transportation of a group of children to the State Traffic Inspectorate unit in the event that the organized transportation of a group of children is carried out by one or two buses, or an application for escort of vehicles by a patrol car (patrol cars) of the State Traffic Inspectorate unit in the event that the specified transportation is carried out as part of less than 3 buses, in accordance with the procedure established by the Ministry of Internal Affairs of the Russian Federation, are provided by the head or official of the organization responsible for ensuring road safety, and in the case of organized transportation of a group of children under a charter agreement:

charterer or charterer (by mutual agreement) - if the charterer is an authorized representative of a legal entity or an individual entrepreneur (its authorized representative);

charterer - if the charterer is an individual.

Submission of a notification about the organized transportation of a group of children to the State Traffic Inspectorate unit is carried out no later than 48 hours before the start of transportation - in intercity traffic, no later than 24 hours before the start of transportation - in urban and suburban traffic.

A notification about the organized transportation of a group of children may be submitted in relation to several planned organized transportations of a group of children along the same route, indicating the dates and times of such transportation.

When submitting a notification or application specified in paragraph one of this paragraph, it is allowed, instead of the list (lists) of employees and (or) individuals participating in the organized transportation of a group of children, provided for in paragraph five of subparagraph "d" of paragraph 4 of these Rules, to submit information only about the number of such transportation participants with the registration and transfer of the corresponding list (lists) to the driver before the start of the organized transportation of a group of children.

11. At night (from 11 p.m. to 6 a.m.), organized transportation of a group of children to and from railway stations, airports is allowed, completion of the organized transportation of a group of children (delivery to the final destination determined by the schedule, or to an overnight stay) in the event of an unplanned deviation from the traffic schedule (if there is a delay in transit), as well as organized transportation of a group of children, carried out on the basis of legal acts of the highest executive bodies of state power of the constituent entities of the Russian Federation. Moreover, after 23:00 the transportation distance should not exceed 100 kilometers.

12. When organizing transportation of a group of children in intercity traffic by an organized transport convoy for more than 12 hours according to the traffic schedule, the head or official responsible for ensuring road safety, the organization, and in the case of organized transportation of a group of children under a charter agreement - the charterer or charterer (according to mutual agreement) ensures that such a group of children is accompanied by a medical worker who has a copy of the license to carry out medical activities or a copy of the agreement with a medical organization or individual entrepreneur who has the appropriate license.

Organized transportation of a group of children in the case specified in paragraph one of this paragraph without a medical professional is not allowed.

13. In the event of an unfavorable change in road conditions (traffic restrictions, the appearance of temporary obstacles, etc.) and (or) other circumstances leading to a change in departure time, the manager or official responsible for ensuring road safety of the organization, and in the case of organized transportation of a group of children under the charter agreement - the charterer or charterer (by mutual agreement) ensures that measures are taken to timely notify the parents (legal representatives) of children accompanying them, a medical worker (if medical escort is available) and the relevant unit of the State Traffic Inspectorate (when accompanied by a car (vehicles) of the State Traffic Inspectorate unit).

14. The head or official responsible for ensuring road safety of the organization, and in the case of organized transportation of a group of children under a charter agreement, the charterer ensures that each bus carrying children is assigned an accompanying person who accompanies the children during transportation to their destination.

The number of accompanying persons per 1 bus is assigned based on their presence at each bus door intended for boarding (disembarking) passengers, while one of the accompanying persons is responsible for the organized transportation of a group of children on the corresponding bus and coordinates the actions of the driver (drivers) and other accompanying persons in the specified bus.

The appointed accompanying person is obliged to make sure that children are fastened with seat belts before the bus starts moving, to control their use of seat belts along the route, to ensure order in the cabin, preventing children from getting up from their seats and moving around the cabin while driving.

The appointed accompanying person is also obliged to fulfill the requirements of the head of the organization or individual entrepreneur - the charterer, communicated to the accompanying person during briefing with him before the organized transportation of a group of children.

Organized transportation of a group of children without designated accompanying persons is not permitted.

15. If 2 or more buses are used to carry out the organized transportation of a group of children, the head or official responsible for ensuring road safety of the organization, and in the case of organized transportation of a group of children under a charter agreement, the charterer appoints a senior person responsible for the organized transportation of a group of children and coordination of the actions of drivers and those responsible for buses carrying out such transportation.

The numbering of buses during movement is assigned by the head or official responsible for ensuring road safety of the organization, and in the case of organized transportation of a group of children under a charter agreement - by the charterer and transferred to the charterer to prepare a list of children.

When transporting by two or more buses, each driver is provided with information about the numbering of the bus as it moves.

16. Organized transportation of a group of children must be carried out using seat belts.

17. If children are on the route according to the schedule for more than 3 hours in each bus, the head or official responsible for ensuring road safety, the organization, and in the case of organized transportation of a group of children under a charter agreement - the charterer or charterer (by mutual agreement) ensures the availability of sets of food products (dry rations, bottled water) from the assortment established by the Federal Service for Surveillance on Consumer Rights Protection and Human Welfare or its territorial administration.

18. When organizing the transportation of a group of children, it is prohibited to allow persons not included in the lists provided for in subparagraph “e” of paragraph 4 of these Rules onto the bus and (or) transport on it. This prohibition does not apply to cases established by federal laws.

In case of no-show of passengers specified in paragraphs two and five of subparagraph “e” of paragraph 4 of these Rules, their data is deleted from the list.

The requirements for the organization and implementation of organized transportation of a group of children (including disabled people) by buses in urban, suburban or intercity traffic are established.

To transport children, a bus is used, the year of which no more than 10 years have passed. It must meet the purpose and design of the technical requirements for the carriage of passengers, be approved for participation in road traffic and be equipped with a tachograph, as well as GLONASS or GLONASS/GPS satellite navigation equipment.

The documents required for transportation are listed.

Those who have continuous experience as a driver of a category “D” vehicle for at least 1 year and who have not been subjected to administrative punishment in the form of deprivation of the right to drive or arrest for committing a traffic offense during the last year are allowed to drive buses.

It is prohibited to include children under 7 years of age in the group for organized transportation if they are on the route according to the schedule for more than 4 hours.

The head of the organization or the official responsible for ensuring road safety, the charterer or the charterer (by mutual agreement) ensures that an application is submitted for bus escort by vehicles of the State Traffic Inspectorate unit.

When transporting intercity traffic in an organized transport convoy for more than 3 hours according to the traffic schedule, the listed persons ensure that such a group of children is accompanied by a medical worker.

An accompanying person is assigned to each bus. If 2 or more buses are used, a senior person is appointed responsible for the organized transportation of a group of children and coordination of the actions of drivers and those responsible for the buses.

The medical worker and the senior person in charge should be on the bus that brings up the rear of the convoy.

If children are traveling according to the travel schedule for more than 3 hours, each bus must have food sets (dry rations, bottled water) from the assortment established by Rospotrebnadzor or its territorial department.

Rules for organized transportation of a group of children by bus

As it became clear from what was said earlier, the organized transportation of children is regulated by a number of the following documents:

How many people are considered a group?

The concept of a group can be taken from the previously mentioned Government Resolution No. 1090, which outlines 3 main conditions when a trip is considered such:

  1. A group of up to 8 people is not organized and can move around the territory of the Russian Federation under the conditions of a regular trip, that is, without attracting the requirements described in this situation.
  2. A similar situation applies to the travel of more children, but in the presence of parents or legal representatives.
  3. Traveling using a fixed-route vehicle (i.e. regular bus moving along a set route) is also not an organized transportation of children.

Number of accompanying persons

The appointment of accompanying persons is made by the manager or the person responsible for the safety of the flight. If transportation is carried out by a carrier.

The responsibilities of the designated person include accompanying minor passengers from the moment of departure to the unloading point and, if the situation requires it, back. The number of adults is determined based on design feature the vehicle used in this case.

The main rule is:

  • there was 1 attendant near each door;
  • At the same time, one of them is appointed as the head of the bus in which he is located. His responsibilities include coordinating the work of his colleagues and the driver of this vehicle.

Who can accompany

As for accompanying persons, the law does not provide for special requirements for them, except for the mention that they must be adults.

Therefore, this can be understood in different ways:

  1. A person who has reached the age of majority, that is, 16 years old.
  2. An adult can be called a person who is responsible for his actions before the law; here the age increases to 18.

Thus, specific information about the accompanying persons is not provided, from this the next logical conclusion follows: “What is not prohibited is permitted.”

If we talk about who else should accompany the bus transporting an organized group of children, we can add the following:

  1. In accordance with Government Decree No. 1177, paragraph 12, the presence of a medical worker is mandatory when traveling intercity by transport convoy for more than 12 hours.
  2. According to paragraph 10 of the above-mentioned document, the trip leader submits a message about the planned departure. If there are 3 or more vehicles with children (regardless of capacity), an application is submitted for escort by a police car.

The list of accompanying papers required for the transportation of an organized children's group without violating the law is given in paragraph 4 of Government Decree No. 1177.

It looks like this:

  6. A similar list of accompanying persons and driver (drivers if necessary).
  7. A provision defining the procedure for boarding a vehicle, approved by the manager or other person responsible for ensuring the safety of the trip.
  8. A route program which should indicate the following:
    • schedule with approximate time;
    • place and time of planned stops, indicating the name of the legal entity engaged in the provision of hotel services.

Originals and copies of papers used to carry out such transportation upon application for a bus in a transport organization must be stored in its archives for 3 years from the date of the flight.

During the transportation of children, requirements aimed at railway transport, but applicable in this situation in accordance with the text of Government Resolution No. 1177, paragraph 17.

It contains the following information: “..if children are on the road for more than 3 hours, the responsible manager must take care of providing them with a set of food products from the list approved by the Federal Service for Surveillance on Consumer Rights Protection...”.

The procedure for transporting minors must strictly comply with the requirements listed in the content of Government Decree No. 1177 of December 17, 2013.

They are as follows:

  1. Transportation is carried out in the presence of a number of accompanying documentation, the list of which was listed earlier.
  2. Drivers who meet the following characteristics are allowed to drive a bus:
    • having continuous work experience as a category “D” driver for at least 12 months from the date of the trip;
    • have not had any offenses involving deprivation of rights in the last year;
    • with whom a pre-trip safety briefing was conducted;
    • have undergone a pre-trip medical examination, certified by documents.
  3. Children under 7 years of age are included in an organized group only if their travel time is no more than 4 hours.
  4. Before carrying out the flight, the manager must notify the local traffic police department in accordance with the established procedure.
  5. Transportation at night (from 23:00 to 6:00) can take place over a distance of no more than 100 km and only in 3 cases:
    • for delivering children to and from railway and air stations;
    • to complete the route;
    • in case the trip is carried out under the jurisdiction of one of the highest executive bodies of state power of the Russian Federation.
  6. Any deviations from the route and schedule must be reported to parents, responsible persons, accompanying persons and the traffic police unit located in the given region.
  7. The senior responsible escort and medical worker must be in vehicle, closing the column (if the flight is carried out using several buses).
  8. The admission or transportation of unauthorized persons not included in any list is prohibited.
  9. The driver is not allowed to leave the bus while children are on board.

Bus requirements

As mentioned earlier, the requirements for buses are largely disclosed in GOST 33552-2015. Of these, a number of the following requirements applicable to vehicles can be identified:

  1. TS, maximum speed exceeding 60 km/h are equipped with a speed limiting device.
  2. Identification marks are installed in the front and rear parts in accordance with the traffic regulations in force in the countries of the Customs Union members.

  3. In addition to the sign for the bus, the words “Children” are written on all sides. The font of letters and their size are determined by this document.

  4. The body color is bright yellow.
  5. When reverse gear is engaged, a beep should sound in automatic mode.
  6. Identification signaling devices are installed on the top of the front and rear panels.
  7. When driving, the roof of the bus must be turned on flashing light yellow or orange (in accordance with Government Decree No. 1621, paragraph 2 of December 23, 2017, comes into force on July 1, 2018).

    In addition to the presented characteristics, the bus must meet numerous other requirements disclosed in the above-mentioned GOST 33552-2015, in particular:

    1. Conditions relating to the layout of the cabin, for example, the mandatory installation of passenger seats strictly in the direction of travel of the vehicle, the presence of a “Request to Stop” button in each row and other requirements.
    2. The requirements for the seats, the dimensions of which are shown in the image, allow, at the discretion of the manufacturer, to equip them with seats with the possibility of fastening, allowing us to talk about ensuring safety on the road:

      • The width of the cushion for a single seat is at least 32 cm;
      • the width of the cushion for a single seat with fixing elements for a child restraint system (child restraint) is not less than 45 cm;
      • backrest height – not less than 75 cm, without load;
      • the seat closest to the central aisle should have an armrest or handrails;
      • The vehicle is equipped with at least 2 seats for accompanying adults. They are installed in such a way that it is possible to constantly visually monitor all small passengers.
    3. Requirements relating to entry and exit from the vehicle, varying depending on the number of passengers and affecting the smallest details down to the following nuances:
      • mandatory lighting of entrance openings;
      • the height and depth of the lower and subsequent steps;
      • the location of handrails and handles relative to each step;
      • the presence of a system that blocks the start of movement when the doors are open.
    4. In addition, you should take into account the mandatory presence of a CIPF tachograph and satellite navigation equipment or GLONASS/GPS, as well as the age of the vehicle, which was mentioned earlier.

      These conditions are mandatory for all vehicles belonging to categories M2 and M3 intended for the transport of minors.

      Penalty for violation

      Punishments for violating the rules approved in Government Decree No. 1177 are given in.

      Here are the penalties applied not only to drivers, but also to all persons involved in the implementation of the event:

      1. Responsible, managers.
      2. Freighter.
      3. Legal entities and individual entrepreneurs.

      It should be noted that individual entrepreneurs engaged in the organized transportation of minor passengers bear responsibility on an equal basis with legal entities.

      Requirements for transporting children by road change periodically by adding new nuances, so those involved in their implementation should pay close attention to this, since the penalties for these offenses can be called quite serious.

      The rules for transporting children on buses have been drawn up and approved by the Government of the Russian Federation in order to ensure maximum safety for young passengers on the road.       Current rules for transporting children on buses

      Let us outline the basic requirements that must be met when it comes to the organized transportation of children:

      • Children under 7 years old are allowed to travel for no more than 4 hours.
      • At night (from 23:00 to 06:00) children can only be transported to transport points (train stations, airports, etc.). The total distance covered during this time should not exceed 50 km.
      • If you are planning to travel outside the city for 3 hours or more, the group must include a medical professional.
      • If the estimated travel time is 3 hours or more, you must have food products approved by Rospotrebnadzor.
      • It is mandatory to provide notification of the upcoming trip to the local traffic police.
      • If the number of buses carrying children is 3 or more, such a group must be accompanied by traffic police vehicles.

      What documents will you need to provide?

      According to government requirements, to transport a group of children you will need to provide the following list of documents to the traffic police:

      • Charter agreement. Based on this document, the transport company receives the right to transport children. It must indicate the purpose of transportation (children) and the exact route. Based on the contract, the transport company undertakes to provide a vehicle that fully meets all the requirements for transporting children. If the trip is planned outside the city, the customer must provide transport company group list (with all the children’s data), certified by the school’s seal.
      • List of children and their accompanying persons. It should also contain the parents' contact information (needed in case emergency situations).
      • List of food products. It must meet the requirements of Rospotrebnadzor (one of the rules is that there must be dry rations).
      • Program for the upcoming trip. It should indicate the following points: traffic schedule, stopping points, rest areas. If you plan to stay at hotels, then legal information about them is attached.
      • Full name and contact telephone number of the driver. Can be presented as an information letter from the carrier.
      • If there is a medical worker in the group, then information about him, including a license to work in his field, as well as a copy of the agreement with the institution in which he works.
      • Route sheet and voucher. Must be “in the hands” of the driver.
      • A copy of the notification to the traffic police. This is one of the key documents, so we will look at it in more detail later.

      Rules for drawing up a notification to the traffic police about the upcoming transportation of children

      The need for this notification is indicated by order of the Ministry of Internal Affairs of the Russian Federation No. 941, which entered into force on April 1, 2017. This document is submitted to the traffic police at the place where the traffic starts (as a rule, it starts from the walls of the school). If the traffic police department is absent in the area of ​​departure, the notification is sent to any traffic police department in the corresponding constituent entity of the Russian Federation.

      According to the departmental order, the notification must contain the following information:

      • information about the transportation customer (school, or responsible person);
      • information about the carrier (freighter);
      • full schedule;
      • information about the vehicle and drivers, if the notification is submitted from a legal entity, then information about it.

      The notification is submitted by the head of the institution or the person responsible for the trip (in particular, compliance with traffic regulations). This can be done electronically using the official website of the traffic police. If the organized train is carried out under a charter agreement, then the application is submitted by one of the parties (carrier or customer), by prior agreement.

      The deadline for submitting a notification is strictly regulated - this must be done no later than 2 days before the trip. This time is necessary for government agencies to verify the information received (bus registration, its maintenance, etc.). Also at the time of application you will need to provide driver's license driver (category “D” must be open).

      The traffic police checks whether the driver has any unpaid fines. If they are present, traffic police officers will be forced to refuse the driver a permit to transport children. There are 2 ways out of this situation: appoint another driver or pay the existing fines. If the decision is approved, the corresponding document is issued in 2 copies.
